The information within this document has been contributed and verified by over seventy members of the University community. Directly due to the tremendous achievements and dedicated efforts of the USU faculty, students, staff, and alumni, the University President and I were able to produce a reference document which clearly demonstrates how the entire USU community has worked together to meet, or surpass, all of the missions assigned to the University since its establishment some thirty years ago. The Journal provides comprehensive documentation to assure the University's Chain-of-Command, the Congress, civilian and military associations, and colleagues throughout the military and civilian health care community that USU's focus steadfastly remains on its mission to provide continuity and leadership, the core elements of force readiness, for the Military Health System (MHS). The University's continued focus on relevance, readiness, and optimization is aligned with its establishing legislation and the special needs of the Uniformed Services. The Journal documents that the University is an essential, cost effective entity within the Department of Defense (DoD); and, that DoD officially recognizes the many cost-effective products of USU.

The Routledge Handbook of Military Ethics is a comprehensive reference work that addresses concerns held in common by the military services of many nations. It attempts to discern both moral dilemmas and clusters of moral principles held in common by all practitioners of this profession, regardless of nation or culture. Comprising essays by contributors drawn from the four service branches (Army, Navy, Air Force, and Marine corps) as well as civilian academics specializing in this field, this handbook discusses the relationship of "ethics" in the military setting to applied and professional ethics generally. Leading scholars and senior military practitioners from countries including the US, UK, France, China, Australia and Japan, discuss various national cultural views of the moral dimensions of military service. With reference to the responsibilities of professional orientation and education, as well as the challenges posed by recent technological developments, this handbook examines the difficulties underpinning the fundamental framework of military service. This book will be of much interest to students of military studies, war theory, ethics philosophy, sociology, war and conflict studies, and security studies.

In recent years much has happened to justify an examination of biological research in light of national security concerns. The destructive application of biotechnology research includes activities such as spreading common pathogens or transforming them into even more lethal forms. Policymakers and the scientific community at large must put forth a vigorous and immediate response to this challenge. This new book by the National Research Council recommends that the government expand existing regulations and rely on self-governance by scientists rather than adopt intrusive new policies. One key recommendation of the report is that the government should not attempt to regulate scientific publishing but should trust scientists and journals to screen their papers for security risks, a task some journals have already taken up. With biological information and tools widely distributed, regulating only U.S. researchers would have little effect. A new International Forum on Biosecurity should encourage the adoption of similar measures around the world. Seven types of risky studies would require approval by the Institutional Biosafety Committees that already oversee recombinant DNA research at some 400 U.S. institutions. These "experiments of concern" include making an infectious agent more lethal and rendering vaccines powerless.
