Global challenges become a very challenging phenomenon for the local wisdom in every country. High commitment and optimistic perspectives from countries are needed to prepare themselves in facing all aspects of the global challenges. Aspects of global challenges for these countries include the economic, social, cultural, political, legal, educational, technological and security defense aspects. The ability of countries to face global challenges in several aspects is also a benchmark for countries to be able to compete in a global level. Local wisdom owned by these countries can also be used as a basis for strengthening the country in order to become the country’s competitiveness to participate in competition at the global level. Tidar International Conference (TIC) proceeding has been published. This conference has brought many academics, researchers, college students, and practitioners who are sharing their progressive thougth about local wisdom in facing global challenges. The UN E-Government Survey 2008: From E-Government to Connected Governance assesses the e-government readiness of the 192 Member States of the UN according to a quantitative composite index of e-readiness based on website assessment, telecommunication infrastructure, and human resource endowment. ICTs can help reinvent government in such a way that existing institutional arrangements can be restructured and new innovative arrangements can flourish, paving the way for a transformed government. The focus of the report this year, in Part 2, is e-government initiatives directed at improving operational efficiency through the integration of back-office functions. Whilst such initiatives, if successful, will deliver benefits to citizens, the primary purpose is to improve the effectiveness of government and governmental agencies. Models of back-office integration, irrespective of the delivery mode, fall into three broad categories: single function integration, cross functional integration, and back-office to front-office integration. The level of complexity, expressed in terms of the number of functions within the scope and number of organizations involved, is the primary factor influencing a successful outcome - with a tendency amongst the more ambitious projects to fail to deliver the full anticipated benefits. The key variables involved in the delivery of back-office integration are the people, processes and technology required. Whilst the technology is increasingly resilient and 'fit for purpose', the evidence indicates that success or failure is less a technological issue and more a people issue - in particular, the ability to change public service cultures and motivate public sectorworkers to new ways of working, address trade union concerns, and provide adequately skilled and competent management

Governments have been using technology to modernize the public sector for decades. The World Bank Group (WBG) has been a partner in this process, providing both financing and technical assistance to facilitate countries’ digital transformation journeys since the 1980s. The WBG launched the GovTech Initiative in 2019 to support the latest generation of these reforms. Over the past five years, developing countries have increasingly requested WBG support to design even more advanced digital transformation programs. These programs will help to increase government efficiency and improve the access to and the quality of service delivery, provide more government-to-citizen and government-to-business communications, enhance transparency and reduce corruption, improve governance and oversight, and modernize core government operations. The GovTech Initiative appropriately responds to this growing demand. The GovTech Maturity Index (GTMI) measures the key aspects of four GovTech focus areas—supporting core government systems, enhancing service delivery, mainstreaming citizen engagement, and fostering GovTech enablers—and assists advisers and practitioners in the design of new digital transformation projects. Constructed for 198 economies using consistent data sources, the GTMI is the most comprehensive measure of digital transformation in the public sector. Several similar indices and indicators are available in the public domain to measure aspects of digital government—including the United Nations e-Government Development Index, the WBG’s Digital Adoption Index, and the Organisation for Economic Co-operation and Development (OECD) Digital Government Index. These indices, however, do not fully capture the aspects of emphasis in the GovTech approach—the whole-of-government approach and citizen centricity—as key when assessing the use of digital solutions for public sector modernization. The GTMI is not intended to be an assessment of readiness or performance; rather, it is intended to complement the existing tools and diagnostics by providing a baseline and a benchmark for GovTech maturity and by offering insights to those areas that have room for improvement. The GTMI is designed to be used by practitioners, policy makers, and task teams involved in the design of digital transformation strategies and individual projects, as well as by those who seek to understand their own practices and learn from those of others.

In this book Pragati Rawat and John C. Morris identify and evaluate the impact of factors that can help explain the difference in e-participation, public participation using information and communication technology, in different countries. While cross-sectional studies have been covered, few have taken an in-depth look at cross-national studies. This book attempts to fill the gap using quantitative panel data to explore the influence of technology and institutions, and the impact of their complex relationships in a mediation and moderation analysis, on e-participation. The current study reviews the scholarly work in the field of “offline” and “online participation” to identify a set of antecedents that influence e-participation. A conceptual framework is developed, supported by the theories from the public policy and socio-technical premise. The authors utilize secondary data, primarily from the UN and World Economic Forum, for 143 countries from three waves of surveys to measure the dependent and explanatory variables. The panel data is statistically analyzed and findings reveal the role of technology as a mediator as well as a moderator for institutions’ impact on e-participation.
