India is a leading developing country in providing electricity to rural and urban populations. By late 2012, the national electricity grid had reached 92 percent of India's rural villages, or about 880 million people. Yet, approximately 311 million people-mostly those in rural areas-still live without electricity. Less than half of all households in the poorest income group have electricity. Even among households with electricity, hundreds of millions lack reliable supply and experience power cuts almost daily. Achieving universal access to electricity by 2030 is not fi nancially prohibitive for India. The challenge of providing electricity for all is achievable, ensuring that India joins such countries as China and Brazil in reaching out to even its remotest populations. Policies will need to be aligned with the principles followed in other successful international programs. The potential benefi ts of electrifi cation for those without service are quite high. The benefi ts of lighting alone would approximately equal the investments necessary to extend electricity for all. Households with electricity consume more than 100 times as much light as do households with kerosene for about the same amount of money. Without quality energy services, households often face entrenched poverty, poor delivery of social services, and limited opportunities for women and girls. This book will be of interest to a wide audience, including policy makers, experts and managers in the international development community, and those in academia.

Access to electricity changes lives but only when people can afford electricity-powered services to meet their basic needs, and this is more than just two light bulbs and a fan. Decentralized renewable energy (RE) minigrids, particularly solar photovoltaic (PV) minigrids, can cost-effectively electrify a large share of currently unelectrified rural populations. But the cost of using appliances with this electricity is still much higher than what the poor can afford without deep subsidies. This affordability gap stunts the sustainability and growth of RE minigrids. Significant improvements in the economics of supplying electricity with minigrids, combined with higher-efficiency appliances, are needed to reduce the effective cost of using electricity in decentralized RE minigrids. These would bridge the affordability gap and improve business opportunities and value to users, investors, and service providers and thus create market-driven expansion to overcome the acute lack of funding that they currently face. Technology breakthroughs that can help in this respect include (a) significantly cheaper solar PV components to reduce up-front costs of solar PV minigrids; (b) significantly more affordable and energy-efficient appliances; (c) better-performing bulk storage at a significantly lower cost; (d) affordable and easy-to-use grid management solutions, and (e) a utility in a box for a simpler, cheaper, and faster way to set up minigrids.

A framework for understanding the totality of costs and benefits of universal access that will foster honest appraisal and guide the development of good policies. Universal access—the idea that certain technologies and services should be extended to all regardless of geography or ability to pay—evokes ideals of democracy and equality that must be reconciled with the realities on the ground. The COVID-19 pandemic raised awareness of the need for access to high-speed internet service in the United States, but this is just the latest in a long history of debates about what should be made available and to whom. Energy access is an essential prerequisite for economic, social, and human development. The 2015 United Nations Sustainable Development Goals (SDGs) explicitly recognized affordable and clean energy as a key factor in development, alongside education and poverty alleviation. The UN Sustainable Energy for All initiative (SEforALL) mobilizes international donors, countries, and the private sector to help people in developing countries gain access to modern energy services.To assist in support of SEgorALL goals, this joint study of the Inter-American Development Bank (IDB) and the United Nations Development Programme (UNDP) provides a comprehensive review of energy poverty policies and programs in Latin America and the Caribbean (LAC). This report measures the progress and impact of energy-access programs and also documents the experience of successful projects. This study reviews cutting-edge methodologies to assist in program design, shares of experiences of successful programs and develops a vision for reaching sustainable energy for all in the LAC region. With electricity coverage at more than 96 percent, LAC is close to becoming the world’s first developing region to achieve universal access to electricity. Despite recent progress, within LAC there are still substantial pockets of energy poverty. Approximately 21.8 million people are without electricity access. More than 80 million people rely on firewood and charcoal for cooking that is burned in fuel-inefficient, primitive stoves. These traditional cooking technologies emit a significant amount of indoor air pollution (IAP), which has been linked to respiratory illnesses and adverse environmental impacts. Thus, in addition to promoting electricity, energy access programs also might give priority to the promotion of cleaner methods cooking by making available better stoves and cleaner burning fuels at reasonable costs. The report also explores ways to measure energy poverty and monitor energy access in developing countries. The accuracy and effectiveness of tools such as the IEA’s household energy data efforts and the Global Tracking Framework depend on collecting information through standardized national surveys. Approaches to measure energy poverty and monitor energy access have increasingly focused on the provision of energy services such as lighting, space conditioning and cooking. The transition from low-quality energy services to more modern forms can be accomplished in different ways. As households in developing countries adopt electricity and clean methods of cooking, they benefit from higher quality, lower cost and convenient to use appliances. However, measuring the societal and developmental benefits of energy investments--though difficult--is important. Two basic approaches have evolved over the years to measure the benefits of energy access: (i) consumer surplus and (ii) regression-based techniques. The consumer surplus approach evaluates the economic benefits of energy services through measuring increased demand resulting from lower costs of such energy end uses such as lighting, radio and television. When possible, rigorous impact evaluation techniques based on multivariate models can be used to more directly measure the socioeconomic benefits associated with energy access and modern energy services including higher income and improved education. In recent years, new approaches for meeting the requirements of modern and sustainable energy services have emerged. Due to technical and market changes, new types of equipment have become available for providing energy services to rural areas. In LAC, three basic models have been developed to provide rural populations with electricity service: (i) main grid extension, (ii) community networks, and (iii) individual home-based systems (including clean cookstoves).

Achieving universal access to electricity is one of the most important goals set for the energy sector by governments in the developing world. Electricity alone is not sufficient to spur economic growth, but it is certainly necessary. Access to electricity is particularly crucial to human development, as certain basic activities-such as lighting, refrigeration, running household appliances, and operating equipment-cannot easily be carried out by other forms of energy. Sustainable provision of electricity can free large amounts of time and labor and promote better health and education. Electrification can make an important contribution toward achieving economic and social objectives. This paper, prepared as a background paper to inform the forthcoming World Bank Group energy strategy, discusses the challenge of scaling up electricity access in developing countries, the efforts involved in achieving universal access, obstacles associated with access extension in rural and urban areas, technology and institutional options, the role of tariffs and subsidies, and elements of success in electrification programs. To that end, the paper draws from the experiences of more than twenty countries in addressing the electricity access gap under different country circumstances, distills lessons on good practices, and makes recommendations for a way forward.
