This book examines the politics of biological disarmament, focusing on the Biological Weapons Convention (BWC) as a treaty regime and the cornerstone of biological disarmament efforts. Biological weapons have long been banned, but the ban needs strengthening. The 1972 Biological Weapons Convention (BWC) is the cornerstone of this disarmament regime. After years of deadlock and disappointment its Sixth Review Conference in 2006 generated new hope that biological disarmament could be reinforced from within. This book studies the intricate diplomacy of the Sixth Review Conference as a key moment in the recovery of self-confidence by the treaty parties. It makes detailed proposals for developing an accountability framework and stronger institutions so that the treaty regime can work better. It examines alternative futures for the BWC and the trajectories to be avoided or encouraged in the short, medium and longer terms as its regime evolves. Controversially, by comparing treaty constraints on biological, chemical and nuclear weapons it restores the BWC firmly to the realm of disarmament rather than arms control and rescues it from misleading identifications with counterproliferation and counterterrorism models. This book will appeal to policy-makers, diplomats and students of biological weapons, weapons of mass destruction, international security and IR in general. Nicholas A. Proliferation of WMD technologies is by no means a new concern for the international community. Indeed, since the signing of the Nuclear Non-proliferation Treaty in 1968, tremendous energies have been expended upon diplomatic efforts to create a web of treaties and international organisations regulating the production and stockpiling of WMD sensitive materials within states, as well as their spread through the increasingly globalised channels of international trade to other states and non-state actors. However, the intervention in 2003 by Western powers in Iraq has served as an illustration of the importance of greater understanding of and attention to this area of law, as disagreements over its content and application have once again lead to a potentially destabilising armed intervention by members of the United Nations into the sovereign territory of another member state. Other ongoing disputes between states regarding the character of obligations assumed under non-proliferation treaty instruments, and the effect of international organisations' decisions in this area, form some of the most contentious and potentially destabilising issues of foreign policy concern for many states. This book provides a comprehensive analysis of international law and organisations in the area of WMD proliferation. It will serve both as a reference for understanding the law as it currently exists in its political and economic context, as well as an analysis of areas in which amendments to existing law and organisations are needed.

This volume comprehensively covers a range of issues related to dynamic norm change in the current major international arms control regimes related to nuclear, biological,and chemical weapons; small arms and light weapons; cluster munitions; and antipersonnel mines. Arms control policies of all of the key established and rising state actors are considered, as well as those of nonaligned countries, nongovernmental organizations, and international governing bodies. Recent studies on multilateral arms control tend to focus mostly on "structure," by which opportunities and constraints for action are created. This volume pays equal attention to "agency," through which opportunities and constraints to produce change or maintain the status quo are handled. In addition-and in greater depth than in recent studies-the volume acknowledges the force of moral and ethical impulses (alongside such factors as political, legal, and technological change) in the evolution of arms control norms. The volume begins with a look at the structure of regimes, at the conflicts residing in these structures, and at the dynamic processes in which these conflicts are worked out. The impact of extrinsic factors on norm dynamics is considered next, including technological change and shifts in attitudes and power structures. The control of arms by means of non-proliferation and disarmament is one of the most important aims of Government foreign policy. The proliferation of weapons of mass destruction - nuclear, chemical and biological - poses a grave threat to UK and global security. This report was prompted by recent developments relating to nuclear weapons but also examines wider issues. The Committee examine: the Government's approach to non-proliferation and the institutional and policy issues relevant to the UK, the EU, NATO and the United States; nuclear weapons including the Nuclear Non-proliferation Treaty and nuclear disarmament; biological and chemical weapons; ballistic missiles and missile defence; terrorism and physical security; and conventional weapons.
