Why are some countries less corrupt and better governed than others? Challenging conventional explanations on the remarkable differences in quality of government worldwide, this book argues that the organization of bureaucracy is an often overlooked but critical factor. Countries where merit-recruited employees occupy public bureaucracies perform better than those where public employees owe their post to political connections. The book provides a coherent theory of why, and ample evidence showing that meritocratic bureaucracies are conducive to lower levels of corruption, higher government effectiveness, and more flexibility to adopt modernizing reforms. Data comes from both a novel dataset on the bureaucratic structures of over 100 countries as well as from narratives of particular countries, with a special focus on the relationship between politicians and bureaucrats in Spain and Sweden. A notable contribution to the literature in comparative politics and public policy on good governance, and to corruption studies more widely.

Politics Power And Bureaucracy In France written by Ezra N. Suleiman and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2015-03-08 with Political Science categories.

The interaction between politics and administration has generally been ignored by students of bureaucracy. Ezra N. Suleiman, however, views the French bureaucracy as a dynamic and integral part of the French political system. Using survey data as well as historical and contemporary sources, he concentrates on the highest officials and examines their relationships with both the political sector and the society. After identifying the place of the state in French society the author deals with the recruitment of higher civil servants, using comparative data to explain why the high social origins of French civil servants have remained constant. His investigation of the important institutional mechanisms of the central administration stresses that even a centralized and powerful bureaucracy must be seen as a complex of institutions rather than as a monolithic organization. Finally the author deals with the relations of the higher civil servants with other groups in society and with the regime of the Fifth Republic. Originally published in 1974. Bureaucracy written by David Beetham and has been published by Taylor & Francis Group this book supported file pdf, txt, epub, kindle and other format this book has been release on 1996 with Business & Economics categories.

What is bureaucracy? Are people right to see it as synonymous with red-tape, feather-bedding and inefficiency? Can it be controlled by politicians, or made more responsive to citizens? Is it only confined to the public sector, or is it pervasive throughout all modern organizations? These are only some of the questions addressed in David Beetham's concise and wide-ranging study. This second edition provides a clear guide through the disciplines of economics, sociology and political science, and through competing social theories, including structural, cultural and rational choice approaches. It also offers its own synthesis which goes beyond them. The second edition has been revised and updated in the light of recent academic and political developments. For anyone who wants a lucid introduction to the meaning and significance of bureaucracy, and its relation to democracy, this book is essential reading.

The Marshall Plan has been widely regarded as a realistic yet generous policy, and a wise construction of the national interest. But how was the blend of interest and generosity in the minds of its initiators transformed in the process of bureaucratic administration? Hadley Arkes studies the Marshall Plan as an example of the process by which a national interest in foreign policy is defined and implemented. The author's analysis of the efforts to design the Economic Cooperation Agency demonstrates how the definition of the national interest is fundamentally linked to the character of the political regime. His account of the discussions in the executive branch of the government, the bureaucratic infighting, and the deliberations in Congressional hearings and floor debates also shows how, in the process of making decisions on administration and procedure, the bureaucracy itself affected the aims of the Plan. In uneasy partnership at the helm of the modern state stand elected party politicians and professional bureaucrats. This book is the first comprehensive comparison of these two powerful elites. In seven countries--the United States, Great Britain, France, Germany, Sweden, Italy, and the Netherlands--researchers questioned 700 bureaucrats and 6OO politicians in an effort to understand how their aims, attitudes, and ambitions differ within cultural settings. One of the authors' most significant findings is that the worlds of these two elites overlap much more in the United States than in Europe. But throughout the West bureaucrats and politicians each wear special blinders and each have special virtues. In a well-ordered polity, the authors conclude, politicians articulate society's dreams and bureaucrats bring them gingerly to earth.
