With an emphasis on the challenges of sustaining the commons across local to global scales, Making Commons Dynamic examines the empirical basis of theorising the concepts of commonisation and decommonisation as a way to understand commons as a process and offers analytical directions for policy and practice that can potentially help maintain commons as commons in the future. Focusing on commonisation–decommonisation as an analytical framework useful to examine and respond to changes in the commons, the chapter contributions explore how natural resources are commonised and decommonised through the influence of multi-level internal and external drivers, and their implications for commons governance across disparate geographical and temporal contexts. It draws from a large number of geographically diverse empirical cases – 20 countries in North, South, and Central America and South- and South-East Asia. They involve a wide range of commons – related to fisheries, forests, grazing, wetlands, coastal-marine, rivers and dams, aquaculture, wildlife, tourism, groundwater, surface freshwater, mountains, small islands, social movements, and climate. The book is a transdisciplinary endeavour with contributions by scholars from geography, history, sociology, anthropology, political studies, planning, human ecology, cultural and applied ecology, environmental and development studies, environmental science and technology, public policy, Indigenous/tribal studies, Latin American and Asian studies, and environmental change and governance, and authors representing the commons community, NGOs, and policy. Contributors include academics, community members, NGOs, practitioners, and policymakers. Recent decades have seen a rise in Indigenous resistance to dispossession by the settler colonial state and resurgence in culture, traditions, languages and forms of governance. These processes have had a profound effect on the politics and principles of a growing current of non-Indigenous and settler activists in Canada and the United States. Coming out of Black and women of colour anti-racist feminism, migrant justice, anti-capitalist, queer/trans*, anarchist, abolitionist and other anti-authoritarian political movements, this emerging decolonial politics has had a profound impact on the strategies, tactics, and goals of social movements. Based on fifty-one in-depth interviews with organizers in nine cities within the Canadian and U.S. settler states as well as ethnographic and historical research, this dissertation grapples with the fluid and transformative principles of decolonization that are re-structuring social movement politics and practice. It also explores the historical trajectories that help align anti-authoritarian movements towards a politics of decolonization. Decolonization, I argue must be foundational to liberation in settler states, although ones positionality shifts or changes ones responsibilities to this process. This is particularly important considering how nationalism, sovereignty, and indigeneity are understood within a settler politics of decolonial solidarity. Finally, I challenge the settler colonial logics that underlie the desire to reclaim the commons in hopes of putting forward new pre-figurative possibilities that might help us in achieving decolonial futures.

A new approach in commons theory to understand the interactions of technology, society, and nature, supported by case studies of new transnational European commons. With the advent of modernity, the sharing of resources and infrastructures rapidly expanded beyond local communities into regional, national, and even transnational space—nowhere as visibly as in Europe, with its small-scale political divisions. This volume views these shared resource spaces as the seedbeds of a new generation of technology-rich bureaucratic and transnational commons. Drawing on the theory of cosmopolitanism, which seeks to model the dynamics of an increasingly interdependent world, and on the tradition of commons scholarship inspired by the late Elinor Ostrom, the book develops a new theory of “cosmopolitan commons” that provides a framework for merging the study of technology with such issues as risk, moral order, and sustainability at levels beyond the nation-state. After laying out the theoretical framework, the book presents case studies that explore the empirical nuances: airspace as transport commons, radio broadcasting, hydropower, weather forecasting and genetic diversity as information commons, transboundary air pollution, and two “capstone” studies of interlinked, temporally layered commons: one on overlapping commons within the North Sea for freight, fishing, and fossil fuels; and one on commons for transport, salmon fishing, and clean water in the Rhine. Rivers host vibrant multispecies communities in their waters and along their banks, and, according to queer-trans-feminist river scientist Cleo Wölfle Hazard, their future vitality requires centering the values of justice, sovereignty, and dynamism. At the intersection of river sciences, queer and trans theory, and environmental justice, Underflows explores river cultures and politics at five sites of water conflict and restoration in California, Oregon, and Washington.
