The Athenian democracy of the fifth and fourth centuries B.C. is the most famous and perhaps most nearly perfect example of direct democracy. Covering the period 403-322 B.C., Mogens Herman Hansen focuses on the crucial last thirty years, which coincided with the political career of Demosthenes. Hansen distinguishes between the city's seven political institutions: the Assembly, the nomothetai, the People's Court, the boards of magistrates, the Council of Five Hundred, the Areopagos, and ho boulomenos. He discusses how Athenians conceived liberty both as the ability to participate in the decision-making process and as the right to live without oppression from the state or other citizens. Equality was conceived of as an equality not of nature but of opportunity.

During the fourth century BC the number of Greeks who did not live as citizens in the city-states of southern mainland Greece increased considerably: mercenaries, pirates, itinerant artisans and traders, their origins differed widely. It has been argued that this increase was caused by the destruction of many Greek cities in the wars of the fourth century, accompanied by the large programme of settlement begun by Alexander in the East and Timoleon in the West. Although this was an important factor, argues Dr McKechnie, more crucial was an ideological deterioration of loyalties to the city: the polis was no longer absolutely normative in the fourth century and Hellenistic periods. With so many outsiders with specialist skills, Alexander and his successors were able to recruit the armies and colonists needed to conquer and maintain empires many times larger than any single polis had ever controlled.

For most of human history, however, this was not the case. In this book, Kurt Raaflaub asks the essential question: when, why, and under what circumstances did the concept of freedom originate? To find out, Raaflaub analyses ancient Greek texts from Homer to Thucydides in their social and political contexts. Archaic Greece, he concludes, had little use for the idea of political freedom; the concept arose instead during the great confrontation between Greeks and Persians in the early fifth century BCE. Raaflaub then examines the relationship of freedom with other concepts, such as equality, citizenship, and law, and pursues subsequent uses of the idea—often, paradoxically, as a tool of domination, propaganda, and ideology. In the contemporary United States the image and experience of Athenian democracy has been appropriated to justify a profoundly conservative political and educational agenda. Such is the conviction expressed in this provocative book, which is certain to arouse widespread comment and discussion. What does it mean to be a citizen in a democracy? Indeed, how do we educate for democracy? These questions are addressed here by thirteen historians, classicists, and political theorists, who critically examine ancient Greek history and institutions, texts, and ideas in light of today's political practices and values. They do not idealize ancient Greek democracy. Rather, they use it, with all its faults, as a basis for measuring the strengths and shortcomings of American democracy. In the hands of the authors, ancient Greek sources become partners in an educational dialogue about democracy's past, one that goads us to think about the limitations of democracy's present and to imagine enriched possibilities for its future.
