Jan Beermann addresses persistent research gaps in urban climate governance and North-South cooperation. He compares the form, processes and outcomes of four local climate protection projects conducted as part of German-Indian urban cooperation and explores the conditions associated with the success and/or failure in these initiatives. The study concludes that North-South city partnerships struggle to fully realise their potential to foster global climate protection efforts, specifically in terms of post-project sustainability, multi-level governance coordination, and mutuality. On the basis of these findings, practical policy recommendations on how to maximise the outcomes and broaden the scope of urban climate cooperation are provided.

Climate governance has become an increasingly far-reaching discourse in China's social and political space. China has participated as a nation-state in various international governance initiatives through multilateralism. In addition, non-state actors such as cities are increasingly engaging in international cooperation for climate governance through transnational and bilateral mechanisms. Bilateral low-carbon/eco-city pilot projects with cities as the physical implementation bodies have become conspicuous governance arenas in which China's multilevel government agencies can demonstrate their governance actions. In such experimental governance measures, the original rigid hierarchical relationship between superiors and subordinates has become more cooperative on climate issues, and multilevel governance connotes more flexibility. The participation of non-governmental actors in climate governance points to more inclusivity in the search for solutions to public affairs, rather than merely the privatization of public services through market mechanisms. However, the institutional factors inherent in China's multilevel governmental structure are likely to make cooperative network governance unpredictable and to marginalize social groups such as indigenous communities. The eco-city project examined in this thesis, the Sino-German Ecopark in Qingdao, which has the theme of environmental protection and climate governance, has trialed some new technologies, such as Passive House, to improve energy efficiency. Based on this ecopark, we adopt qualitative studies (interviews mainly) to understand two sides of such a new governance initiative. One is on the structure and agency in terms of the newly active occurring of the project. Another is the structure and agency in terms of the passive adaptation to the new occurring. We find that the selective adoption of the transferred technology has made it difficult to promote socio-technological transition locally. The construction of projects using new technology has even induced social exclusion problems due to distortion of the functions of the technology by the local business coalition. This case demonstrates how accountability challenges can appear in eco-city pilot projects. From a more macro perspective, in our case, the purpose of the construction of the new eco-city project is to establish a new economic pole in China's urban growth, which will cause an imbalance in regional development. Rather than being integrated, the original urban areas near the newly built eco-city and surrounding underdeveloped areas had their development sacrificed.

This book presents pioneering work on a range of innovative practices, experiments, and ideas that are becoming an integral part of urban climate change governance in the 21st century. Theoretically, the book builds on nearly two decades of scholarships identifying the emergence of new urban actors, spaces and political dynamics in response to climate change priorities. However, it further articulates and applies the concepts associated with urban climate change governance by bridging formerly disparate disciplines and approaches. Empirically, the chapters investigate new multi-level urban governance arrangements from around the world, and leverage the insights they provide for both theory and practice. Cities - both as political and material entities - are increasingly playing a critical role in shaping the trajectory and impacts of climate change action. However, their policy, planning, and governance responses to climate change are fraught with tension and contradictions. While on one hand local actors play a central role in designing institutions, infrastructures, and behaviors that drive decarbonization and adaptation to changing climatic conditions, their options and incentives are inextricably enmeshed within broader political and economic processes. Although climate-linked impacts on ASEAN’s economy, increasing vulnerability to severe weather, and interlinkages to transboundary haze, health, security and marine pollution are evident, a recent survey by the ISEAS – Yusof Ishak Institute reveals that Southeast Asians are ambivalent about ASEAN’s effectiveness in tackling climate change. All ASEAN Member States (AMS) are fully committed to accelerating reductions to global emissions under the Paris Agreement and demonstrate political will to set up intersectoral climate governance on renewable energy transition, agriculture and food security, forest and land use protection, disaster risk management, conservation on biodiversity, among many other measures. Under the ASEAN Socio-Cultural Community (ASCC) pillar, the ASEAN Ministerial Meetings on the Environment (AMME) and the ASEAN Senior Officials’ Meeting on the Environment (ASOEN) meet annually to discuss environment-related issues, including climate change. The ASEAN Working Group on Climate Change (AWGCC), one of seven technical working groups reporting to the ASOEN, is tasked to enhance regional cooperation on climate change, promote collaboration between sectoral bodies, and articulate ASEAN’s concerns and priorities at the international level. Climate change issues have become cross-cutting and involve various ASEAN sectoral bodies. The AWGCC’s role, however, is still limited to the environmental mandate. ASEAN needs to establish a super coordinating body on climate change that can ensure information sharing across ASEAN bodies, convene support from dialogue partners, and engage with civil society organizations. The ASEAN Coordinating Council Working Group on Public Health Emergencies (ACCWG-PHE) model established during the COVID-19 crisis can serve as a precedent.
