Throughout history parties have faltered and new groups have emerged, but rarely has this process been so accelerated, so widespread, and so conducive to dramatic political change as in our present era. When Parties Fail explores alternative organizations in depth and comparatively. Do federal, state, and local governments differ in their responsiveness to the needs of the poorest citizens? Are policy outcomes different when federal officials have greater influence regarding the use of federal program funds? To answer such questions, Michael Rich examines to what extent benefits of federal programs actually reach needy people, focusing on the relationship between federal decision-making systems and the distributional impacts of public policies. His extensive analysis of the Community Development Block Grant Program (CDBG), the principal federal program for aiding cities, reveals that the crucial divisions in domestic policy are not among the levels of government, but between constellations of participants in the different governmental arenas. Rich traces the flow of funds under the CDBG from program enactment through three tiers of targeting--to needy places, to needy neighborhoods, and to needy people--and offers a comparative study of eight CDBG entitlement communities in the Chicago area. He demonstrates that while national program parameters are important for setting the conditions under which local programs operate, the redistributive power of federal programs ultimately depends upon choices made by local officials. These officials, he argues, must in turn be pressed by benefits coalitions at the community level in order to increase the likelihood that federal funds will reach their targets. Racial politics and capitalism found a way to blend together in 1970s Chicago in the form of movie theaters targeted specifically toward African Americans. In From Sweetback to Super Fly, Gerald Buttersexamines the movie theaters in Chicago’s Loop that became, as he describes them, “black spaces” during the early 1970s with theater managers making an effort to gear their showings toward the African American community by using black-themed and blaxploitation films. Butters covers the wide range of issues that influenced the theaters, from changing racial patterns to the increasingly decrepit state of Chicago’s inner city and the pressure on businesses and politicians alike to breathe life into the dying area. Through his extensive research, Butters provides an in-depth look at this phenomenon, delving into an area that has not previously been explored. His close examination of how black-themed films were marketed and how theaters showing these films tried to draw in crowds sheds light on race issues both from an industrial standpoint on the side of the theaters and movie producers, as well as from a cultural standpoint on the side of the moviegoers and the city of Chicago as a whole.
