Over 330 million people live in India's cities; 35 cities have a population of over a million and three (Mumbai, Delhi and Kolkata) of the 10 largest metropolises in the world are in India. India's cities are large, economically important, and growing. However, neither urban infrastructure nor the level of urban public services is adequate for current needs, let alone to meet growing demands. Dealing with this problem is a formidable challenge. Not only must adequate finance for the provision of services be found but it is critical to ensure that the money spent results in desired outputs and outcomes. To do so, local governance structures also need to be reformed and strengthened. This paper attempts to point the way towards some possible solutions by analyzing urban governance and finance in India in the context of lessons drawn from fiscal federalism theory and experiences of governance institutions and financing systems both in India and around the world. No one system of urban governance is likely to work equally well for all urban local bodies. However, the paper identifies some key reforms required to realize both the constitutional intent to encourage citizen participation in urban governance and the economic and politically desirable goal of ensuring greater accountability of urban governments. For example, the paper draws attention to existing ambiguities in the assignment system and underlines the need to undertake activity mapping to ensure clarity as well as to make independent agencies significantly accountable to elected governments in urban areas. The paper also discusses a variety of ways of augmenting the resources of the municipal bodies in the country including essential reforms in the property tax system and adequate exploitation of user charges and fees for various services delivered as well as ways of strengthening and improving central and state transfers to urban local governments. With respect to financing urban infrastructure, development charges should be used more effectively. More should also be done to utilize public lands more effectively. In addition, to a considerable extent capital expenditure requirements will have to be financed through borrowing so further development of the municipal bond market is important, as is more and more effective use of public private partnerships in some areas.

This work focuses on urban governance in the developing world, its aim being to bring a holistic perspective to the debate on urban governance in Asia and around the globe. It has been divided into three sections: The first section is on rural interventions as they influence urbanization and its problems/solutions. The second focuses on urban governance, infrastructure programs, service delivery reforms and their evaluation. The third and final section focuses on urbanization and the environment. The focus of the final section is on urbanization and the environment. Here we examine land use change in India, the relationship between urban form and residential energy use in Bandung, Indonesia, and end by depicting a cautiously optimistic view of Asia’s urbanization-environment nexus.

Who does what should depend upon the benefit span of the public service in question, the extent of diversity in demand for the service, the technology available for its efficient provision, and the capacity of the jurisdiction to provide the service. [...] In practice, however, the role of the mayor (or chairperson) as the executive head of the municipality is often confused with that of the Municipal Commissioner-an official appointed by the state government who is supposed to implement the policies approved by the executive. Urbanization is giving rise to a vibrant and volatile urban India. The urban local self-government (ULSG) is struggling to provide efficient, effective, inclusive and responsive urban services. Most ULSGs are too fragile to perform the mandated functions for enhancing the quality of life and making cities and towns livable. The book traces evolution of ULSGs, its decline after Independence, and steps taken to strengthen them, especially through the big-bang decentralization initiative of 1992 for their empowerment, by enacting the 74th Constitution Amendment Act (74th CAA). Analyzing facets of the decentralization initiative, views of two review Commissions, policy responses to it and processes for implementation of constitutional provisions, it alludes to conspicuous gaps at three levels such as (i) gaps and deficiencies in the 74th CAA (ii) gaps in the post-74th CAA municipal Acts that were required to conform to the constitutional provisions, and (iii) gaps due to half-hearted implementation of even the mandatory constitutional provisions. Empowerment and strengthening of ULSG being in the nature of an imperative, it explores plausible options within the constitutional autonomy of states. Empowerment denotes authority, power and clarity in municipal functional and fiscal domain. Therefore it also specifies experiential based rational framework and a strategy for strengthening ULSGs that must look beyond the existing predilection for mere training.
