This book documents and analyses spatial planning in Ghana, providing a comprehensive and critical discussion of the evolving institutional and legal arrangements that have shaped and defined Ghana’s spatial planning system for more than seven decades; the contemporary policy instruments and mechanisms for articulating and implementing policies and proposals at multiple scales; and the formally established procedures for development management. It covers important themes in contemporary spatial planning discourse, including the evolving meaning, scope and purpose of spatial planning globally; the scales of spatial planning (i.e. national, regional, sub-regional and local); multi-level integration within spatial planning; public participation; the interface between urbanization, sustainable growth management and spatial planning; spatial planning and housing development; integrated spatial development and transportation planning; and spatial planning and the urban informal economy. Intended for undergraduate and graduate students, and academic researchers and practitioners/policy-makers in the multidisciplinary field of spatial planning, it appeals to readers seeking an international perspective on spatial planning systems and practices.

The research presented in this study was focused upon the urban centers and space economy of a developing West African country, Ghana. This research was directed toward outlining the concomitant growth of the urban centers and space economy, identifying and examining the relationships between the various differentiating characteristics of the centers, isolating the major sources of variation in the current urban system, and relating these structural elements to the role and position of the centers in the space economy. Through the application of correlation analysis simple patterns of association were established between the various urban attributes of the thirty-seven towns of over ten thousand population included in the study. An examination of the more complex inter-relationships resulting in the identification of the principle components of urban variance within the Ghanaian urban system was undertaken via factor analysis. The world development institutions commonly present 'urban governance' as an antidote to the so-called 'urbanisation of poverty' and 'parasitic urbanism' in Africa. Governance for Pro-Poor Urban Development is a comprehensive and systematic analysis of the meaning, nature, and effects of 'urban governance' in theory and in practice, with a focus on Ghana, a country widely regarded as an island of good governance in the sub region. The book illustrates how diverse groups experience urban governance differently and contextualizes how this experience has worsened social differentiation in cities. This book will be of great interest to students, teachers, and researchers in development studies, and highly relevant to anyone with an interest in urban studies, geography, political economy, sociology, and African studies.

This book explores incentives capable of enhancing the effectiveness of urban planning systems in Sub-Saharan Africa using economic theory as a framework. It argues that urban planning is fundamental to the achievement of sustainable and resilient cities, but against the backdrop of rising levels of urbanisation and growth, poverty, informal development, and climate change, such systems are failing to be promoted and successfully maintained in the region. Across ten chapters, it analyses the connection between urban planning and socio-economic development, indicators of effective urban planning systems, and the role and influence of incentives with real-world evidence. It develops quantitative models to estimate the costs and benefits of urban planning systems, focussing on the developing world where organised data is less accessible. Using Ghana as a case study, it demonstrates a step-by-step approach on how to implement the quantitative models discussed. Economic Incentives in Sub-Saharan African Urban Planning will be useful reading for researchers, policy-makers, development agencies, and students in urban planning, sustainable development, and economics.
