While cities often act as the engines of economic growth for developing countries, they are also frequently the site of growing violence, poverty, and inequality. Yet, social theory, largely developed and tested in the Global North, is often inadequate in tackling the realities of life in the dangerous parts of cities in the Global South. Drawing on the findings of an ambitious five-year, 15-project research programme, Social Theories of Urban Violence in the Global South offers a uniquely Southern perspective on the violence–poverty–inequalities dynamics in cities of the Global South. Through their research, urban violence experts based in low- and middle-income countries demonstrate how "urban violence" means different things to different people in different places. While some researchers adopt or adapt existing theoretical and conceptual frameworks, others develop and test new theories, each interpreting and operationalizing the concept of urban violence in the particular context in which they work. In particular, the book highlights the links between urban violence, poverty, and inequalities based on income, class, gender, and other social cleavages. This 1995 book contributes to both modern German history and to the sociological understanding of crime in modern industrial and urban societies. Its central argument is that cities, in themselves, do not cause crime. It focuses on the problems of crime and criminal justice during Germany's period of most rapid urban and industrial growth - a period when Germany also rose to world power status. From 1871 to 1914, German cities, despite massive growth, socialist agitation and non-ethnic German immigration, were not particularly infested with crime. Yet the conservative political and religious elites constantly railed against the immoral nature of the city and the German governmental authorities, police, and court officials often overreacted against city populations. In so doing, they helped to set Germany on a dangerous authoritarian course.

Modernization theorists posit that rapid economic development can produce increased rates of homicide (Durkheim 1951 [1897]; 1984 [1902]; 1997 [1893]; Shelley 1981). As nations develop, individuals migrate to regions that have greater opportunities for employment. Here, they may experience conflicting norms, a lack of adequate housing and education, and possible underemployment. While modernization theory has been tested extensively, it has not accounted for the way in which nations currently develop. Many nations are recipients of inward foreign direct investment. This form of investment, by multi-national corporations, has produced economic growth, inequality, and urbanization in many countries (Bengoa and Sanchez-Robles 2003; Blomström et al. 1994; Campos and Kinoshita 2002; Sit and Yang 1997). These correlates, economic growth, inequality, and urbanization, have all been linked to homicide (Cole and Gramajo 2009; Nivette 2011). In an examination of up to 62 nations, inward foreign direct investment is found to promote urbanization and inequality. In separate analyses, urbanization is found to increase homicide - suggesting that foreign investment produces homicide by increasing urbanization. Several scholars have suggested that a strong civil society can mitigate societal ills (Currie 1997; Messner and Rosenfeld 1997). Analyses show that a strong civil society, represented by the presence of international-non-governmental organizations, is associated with decreased rates of homicide. The results suggest that nations should be cautious when receiving foreign investment. City infrastructure should be monitored to keep up with the needs of a rapidly growing population. International organizations that deal with issues of rapid growth, including those that provide access to housing and education and those that work at reducing inequality and poverty, should be sought after.

This volume aims to explain the mechanisms for the “epidemic-like” rise in homicide rates São Paulo, Brazil during the late 20th century as well as their sharp decrease after 2000. The homicide rates increased 900 percent from 1960s-2000, and then dropped relatively quickly to 1970s levels over the next decade. While the author finds the Brazilian military government and rise of para-military police forces to be a major factor in the rise of homicide rates in Brazil, research on violent crime trends has demonstrated that it is generally due to the intersection of many factors (for example changes in policing, social or political structures, availability of weapons, economic influences) rather than a single cause. This work integrates individual, neighborhood, and structural dynamics at play in both the rise and drop in homicide rates, and provides a framework for understanding similar phenomena in other regions, particularly in the developing world. This book will be of interest to researchers in criminology and criminal justice, as well as political science, and international relations, particularly with an interest in South America. The methodology includes both qualitative and quantitative analysis.
