Excerpt from Urkundenbuch Der Stadt Erfurt, Vol. 1: Herausgegeben Von Der Historischen Commission Der Provinz Sachsen Rath e1st in der folgenden Zeit erworben, die Verwaltung bet1efi'ende Anordnungen sind kaum schriftlich verfasst worden. Der Erzhischof war noch unbestrittener Stadtherr, die Gemeinde noch zum gròssten Teile im Zustand der Horigkeit und daher ohne Anteil am Regiment, welches allein vom Grafen, den erahischiiflichen Beamten und Mini sterialen ausg9iìbt wurde. Gher die verschiedenen Àmler und deren Inhaber geben vielfach die Zeugen in den Urkunden, welche von den damals noch hìiufìg in Erfurt wcilenden Erzhischìifen ausgestellt worden sind, Aufschluss. Sie lassen auch erkennen, wie ganz allmiihlieh zu den Beamten und Ministerialen Burger als Zeugen hinzutreten, aus denen sich dann ein Beirath, endlich ein selhsttindiger Rath bildete. Mit Riìcksieht auf diese fiir die Stadtgeschichte se Wichtige Entwickelung wurde eine Anzahl jener Urkunden in Regestenform aufgenommen, wobei fùr die Auswahl lediglich die Zeugen massgebend waren, nicht der Umstand, dass Erfurt Ausstellungsort ist. Der Nachweis, wie oft und wie lauge die Erzbisehòfe sich daselbst aufgehalten haben, wurde nicht als eine Aufgabe des Urkundenbuches betrachtet. Etwas anderee ist es mit dem Aufenthalt der Konige und Kaiser, indem dadurch die Stadt voriìhergehend der Mittelpunkt der Reichsvemahung wurde und ihre Geschichte in solchen_ Momenten die Bedeutung der Reichs geschichte erlangt. Daher folgt am Schluss eine Ùbersicht tiber die in Erfurt ausgestellten koniglichen und kaiserliehen Urkunden, in welcher jedoch diejenigen Rudolfs I.
