The US military's regional concerns in the 1990s focused on the drug war, improving interoperability, and carrying out regional engagement. In the new millennium, military activities have expanded to encompass a growing concern with Colombia's drug problem and the "war on terrorism." After the closure of Howard Air Force Base, Panama, the US established forward operating locations (FOLs) as tools for the realization of its goals in the region. This thesis examines both the international and domestic politics involved when establishing FOLs in Latin America and its implications for future efforts in the region. It focuses on the Manta FOL because it is essential for US strategy in Colombia and best illustrates the challenges of dealing with local opposition to a US military presence. This thesis concludes that Manta is viable because it is more cost-effective, improves military-to-military relations, and demonstrates the existence of external influence upon actors of domestic politics, which can be used as a bargaining asset to sustain its military presence. It is important to understand why the Manta FOL was a success, in order to create a model when establishing future FOL agreements in the region.

This monograph examines Chinese military engagement with Latin America in five areas (1) meetings between senior military officials, (2) lower-level military-to-military interactions, (3) military sales, (4) military-relevant commercial interactions, and (5) Chinese physical presence within Latin America with military-strategic implications. It finds that the level of PRC military engagement with the region is higher than is generally recognized, and has expanded in important ways in recent years: High-level trips by Latin American defense and security personnel to the PRC and visits by their Chinese counterparts have become commonplace. The volume and sophistication of Chinese arms sold to the region has increased. Officer exchange programs, institutional visits, and other lower-level ties have also expanded. Chinese military personnel have begun participating in operations in the region in a modest, yet symbolically important manner. The monograph also argues that, in the short term, PRC military engagement with Latin America does not focus on establishing alliances or base access to the United States, but rather, supporting objectives of national development and regime survival, such as building understanding and political leverage among important commercial partners, creating the tools to protect PRC interests in countries where it does business, and selling Chinese products and moving up the value added chain in strategically important sectors. It concludes that Chinese military engagement may both contribute to legitimate regional security needs, and foster misunderstanding. It argues that the U.S. should work for greater transparency with The PRC with regard to those activities, as well as to analyze how the Chinese presence will impact the calculation of the region¿s actors in the context of specific future scenarios.

During the Second World War, the United States built over two hundred defense installations on sovereign soil in Latin America in the name of cooperation in hemisphere defense. Predictably, it proved to be a fraught affair. Despite widespread acclaim for Pan-American unity with the Allied cause, defense construction incited local conflicts that belied the wartime rhetoric of fraternity and equality. Cooperating with the Colossus reconstructs the history of US basing in World War II Latin America, from the elegant chambers of the American foreign ministries to the cantinas, courtrooms, plazas, and brothels surrounding US defense sites. Foregrounding the wartime experiences of Brazil, Cuba, and Panama, the book considers how Latin American leaders and diplomats used basing rights as bargaining chips to advance their nation-building agendas with US resources, while limiting overreach by the "Colossus of the North" as best they could. Yet conflicts on the ground over labor rights, discrimination, sex, and criminal jurisdiction routinely threatened the peace. Steeped in conflict, the story of wartime basing certainly departs from the celebratory triumphalism commonly associated with this period in US-Latin American relations, but this book does not wholly upend the conventional account of wartime cooperation. Rather, the history of basing distills a central tension that has infused regional affairs since a wave of independence movements first transformed the Americas into a society of nations: national sovereignty and international cooperation may seem like harmonious concepts in principle, but they are difficult to reconcile in practice. Drawing on archival research in five countries, Cooperating with the Colossus is a revealing history told at the local, national, and international levels of how World War II transformed power and politics in the Americas in enduring ways.

The demise of the Cold War has produced not an "End of History" but a "New World Disorder," which may well become more tumultuous in the decades ahead. Thus, it is crucial at this turn of the millennium to reconsider the prospects for regional security, the challenges that both new and old dangers may pose to U.S. interests, and the kind of strategy and policies that might enable the United States to both better cope with current problems and head off those that are just over the horizon. The author first analyzes U.S. security interests in Latin America, then goes on to survey the primary challenges to those interests, and how well U.S. strategy and policy are equipped to cope with them. He suggests how the security environment is likely to change over the next quarter century, both in terms of the new dangers that may arise and the evolution of problems that already exist. His conclusion that we are not strategically equipped to face the future is a disturbing one, for Latin America's importance to the United States is growing fast even as our attention is flagging. Will we have the insight to recognize our own interests, the will to commit sufficient resources to attain them, and the intellectual wherewithal to relate our means to our ends?

The United States has shown an interest, and actively participated, in the affairs of Latin countries. This has been the situation since the region's independence from Spain in the early 1800s. Perhaps, most symbolic of the U.S. presence in Latin America is the involvement of the U.S. military in the region. Although the history of such involvement was varied, the author shows there is still a need for a U.S. military presence in Latin America. Through a typology, the the author outlined the types of military actions available to the United States. These categories were divided into three levels of involvement, Minimal Involvement, Active Participation, and Combat Operations. A review of p revious U.S. military involvement in Latin America revealed three separate eras of U.S. - Latin American relations from 1898 to the present. The eras were Uncontested Hegemony (1898 - 1945), East West conflict (1945 - 1989), and Regional Cooperation (1989 - present). A review of military options from the typology disclosed there was a trend away from categories under Combat Operations toward the use of categories in the first two levels.
