This study emphasizes Headquarters USAF's plans and policies with respect to South Vietnam and Laos in 1964. In the first four chapters the author describes the progressive military and political decline of the Saigon regime, after two government coups, and the efforts by U.S. authorities to cope with this problem. He notes especially the view of the Air Force Chief of Staff, Gen. Curtis E. LeMay, frequently stated, that only air strikes on North Vietnam could end the insurgencies in South Vietnam and in Laos and bring stability to the Vietnamese government. This contrasted with administration efforts to devise an effective pacification program and, pending emergence of a stable government, its decision to adopt a "low risk" policy to avoid military escalation. In the remaining chapters of the study, the author discusses briefly the major USAF augmentations, the expansion of the Vietnamese Air Force, the problem of service representation in Headquarters, Military Assistance Command, Vietnam, and the rules of engagement as they affected particularly air combat training. The study concludes with a brief review or the beginning of USAF special air warfare training tor the Royal Laotian Air Force and the inauguration of limited USAF and Navy air operations over Laos to contain Communist expansion in that country.

The involvement of the US Air Force in the Southeast Asian Wars began in 1962 with crews sent to train Vietnamese pilots, and with conflict in Laos, and finally ended in 1972 with the B-52 bombing of Hanoi, though there were Air Force pilots unofficially flying combat in Laos up to the end in 1975. The missions flown by USAF aircrews during those years in Southeast Asia differed widely, from attacking the Ho Chi Minh Trail at night with modified T-28 trainers, to missions “Downtown,” the name aircrew gave Hanoi, the central target of the war. This aerial war was dominated by the major air operations against the north: Rolling Thunder from 1965 to 1968, and then Linebacker I and II in 1972, with the latter seeing the deployment of America's fearsome B-52 bombers against the North Vietnamese capital Hanoi. These operations were carried out in the face of a formidable Soviet-inspired air defence system bristling with anti-aircraft guns and SAM missile sites. Beyond this, the US Air Force was intimately involved in secret air wars against Laos and Cambodia – one cannot speak of a war only in Vietnam regarding US Air Force operations. The war the Air Force fought was a war in Southeast Asia. Following on from the same author's The Tonkin Gulf Yacht Club, which told the story of the US Navy's involvement in the Vietnam War, Downtown completes the picture. This dissertation showcases the U.S. Air Force as an innovative institution, with airmen focused on acquiring new mission space for air power operations. It explores why and how senior American leaders used the U.S. Air Force to prosecute a secret air war in Laos between 1964 and 1973, and considers the consequences of the bombing campaigns. A neutral status prohibited foreign militaries from any operations in Laos, but its geographical position in Southeast Asia convinced Washington that Laos was too critical to fall to communism. Rather than an overt military presence, the United States engaged clandestinely through the Central Intelligence Agency (CIA). In northern Laos, the CIA requested air support to assist its Hmong guerrilla army, and airmen became clandestine operators themselves, where they focused on integrating air assets in the guerrilla war against communist forces. Towards the end of the war, the Hmong army was decimated, and airmen pivoted to fight a defensive war, hoping to extend the war as long as possible because, without the Royal Lao Government's survival and acquiescence, the U.S. Air Force could not secretly continue the bombing in the southern panhandle of Laos. There, the war in Vietnam had spilled across the border because Hanoi utilized the Ho Chi Minh Trail to supply the insurgency in South Vietnam with war supplies and personnel. In response, the U.S. Air Force, unable to compel Hanoi to cease the support via strategic bombing of North Vietnamese targets and unable to effectively counter the insurgent guerrillas in South Vietnam with close air support, engaged in a massive interdiction bombing campaign against the logistics routes in Laos. The interdiction campaign was an incredible technological effort but ultimately contributed to foiling the strategy of Vietnamization; there was never a concerted effort to develop interdiction as a strategic priority for South Vietnam's air force, nor did Laos's Prime Minister Souvanna Phouma authorize the bombing of Laos by South Vietnamese aircraft, nor was there any indication air interdiction could arrest the flow of infiltration in any meaningful degree. The quest for mission space and the eagerness with which a small number of airmen embraced the secret war had dire consequences for the people of Laos and the trajectory of the war in Laos. Moreover, the legacy of the war troubled the U.S. Air Force. Since the entire ordeal was classified secret, and because airmen were so adept at keeping their roles in the conflict silent, there was no open honest discussion about employing air power in a secret war.
