This study highlights USAF plans, policies, and operations in Southeast Asia during 1965, especially as they were significantly changed by the President's key decisions to bomb North Vietnam and transform the U.S. advisory role in South Vietnam to one of active military support. The author focuses on USAF participation in the development of policy for prosecuting the war, the build-up of U.S. military strength in the theater, and the gradually intensified air operations against enemy forces in South Vietnam, North Vietnam, and Laos. USAF Plans and Operations in Southeast Asia, 1965 follows two other recent studies by the USAF Historical Division Liaison Office dealing specifically with the war: USAF Plans and Policies in South Vietnam and Laos, 1964 and USAF Plans and Policies in South Vietnam, 1961-1963. In addition, the USAF Historical Division Liaison Office is currently preparing a companion study of Air Force plans and policies dealing with personnel, logistics, construction, and other activities during 1965 in support of the operational forces in Southeast Asia.

USAF Plans and Policies in South Vietnam, 1961-1963, follows two previous studies prepared on counterinsurgency by the USAF Historical Division Liaison Office: USAF Counterinsurgency Doctrines and Capabilities, 1961-1962, and USAF Special Air Warfare Doctrines and Capabilities, 1963. This study outlines the role of Headquarters USAF in aiding the South Vietnamese effort to defeat the communist led Viet Cong. The author begins by discussing general U.S. policy leading to increased military and economic assistance to South Vietnam. He then describes the principal USAF deployments and augmentations, Air Force efforts to obtain a larger military planning role, some facets of plans and operations, the Air Force-Army divergencies over the use and control of airpower in combat training and in testing, defoliation activities, and USAF support for the Vietnamese Air Force. The study ends with an account of events leading to the overthrow of the Diem government in Saigon late in 1963. Because this study emphasizes plans and policies, no effort has been made to chronicle the hundreds of individual air actions in which USAF units participated. However, operational data for the 1961-1963 period is available in the appendices and in other sources, including histories of the participating commands and units, some of which are on file in the USAF Historical Division Liaison Office.

This report illustrates the application of a framework that could lend greater coherence to U.S. security planning. It attempts to provide policymakers with Air Force could make in protecting U.S. and Western interests in Southwest Asia. The next sections discuss U.S. military strategy for possible contingenies, the forces being considered for operations in this theater, and the programs initiated to support this strategy. The lost suctions try to identify what specific military capabilities the USAF should enhance or develop to better support U.S. strategies and national objectives and lay out a concept of operations for one of these capabilities--strategic mobility for tactical aircraft.
