The scarcity of good quality irrigation water is a serious problem in arid and semiarid zones of the world which comprise one third of the earth. Fresh water resources which are very scarce, forming only 3% of the total water reserves are overexploited and consequently have been tending to cause salinisation. Remaining 97% water in sea is excessively saline and generally not suitable for large scale exploitation in agriculture. More than half of the world's ground water supplies are also saline. Although, to cope with the increasing requirements of the accelerating population, irrigated area in the world in last two centuries has increased from 8 mha (1800) to 220 mha (1990), but development of salinity on about half the irrigated land, caused due to indiscriminate use of waters, has been a serious constraint for optimum crop production. In this context, the rational use of irrigation waters, without development of salinity, is the most important challenging task and herein lies the value of scientific knowledge on the use of saline water in agriculture. The first edition of this monograph was published in 1979 and second revised edition was published in 1990. The purpose of the present third revised edition was to update the relevant information so that the latest synthesised knowledge becomes easily accessible to research workers, teachers, postgraduate students, extension people, and planners, who can utilise it profitably in the diagnosis and improvement of saline water irrigated agriculture. Although, the book contains most of the research work pertaining to India, but the principles and practices of the utilisation of saline waters can be extended safely to many countries of the world, confronted with the similar problems.

This study of the potential to use saline water for irrigation in Egypt, Jordan, Syria and Tunisia concludes that it is technically feasible but its economic viability remains to be established. Expert opinion suggests that saline irrigated agriculture is most likely to succeed in the West Asia/North Africa region as a complement to small-scale mixed livestock and cropping farming systems. Precise quantification of the available saline water resources is not possible because of the lack of hard data. As a result, precise quantification of the likely impact of introducing saline irrigated agriculture on poverty alleviation and food security is also impossible, although anecdotal evidence suggests that this would be positive. The report argues that the environmental effects of saline irrigated agriculture--both positive and negative--need to be integrated into policies and decisions on the use of saline water. Uses other than agricultural (for example, amenity uses, industrial, landscaping, carbon sequestration or biomass production for energy) also need to be considered, and may be more socially and economically beneficial.

The land degradation due to salinity and waterlogging is a global phenomenon, afflicting about one billion hectares within the sovereign borders of at least 75 countries. Besides staring at the food security, it has far reaching and unacceptable socio-economic consequences since a large proportion of this land is inhabited by smallholder farmers. The anthropogenic-environmental changes and the climate change are further adding to the problem of salinity and waterlogging. The phenomenon of sea-level rise will bring more areas under waterlogged salinity due to inundation by sea water. Thus, dealing with the salinity in reality is becoming a highly onerous task owing to its complex nature, uncertainty and differential temporal and spatial impacts. Nevertheless, with the need to provide more food, feed, fuel, fodder and fiber to the expanding population, and non-availability of new productive land, there is a need for productivity enhancement of these lands. In fact, the salt-affected and waterlogged lands cannot be neglected since huge investments have been made throughout the world in the development of irrigation and drainage infrastructure. The social, economic and environmental costs being high for theon-and/off-farm reclamation techniques, saline agriculture including agroforestry inculcated with modern innovative techniques, is now emerging as a potential tool not only for arresting salinity and waterlogging but for other environmental services like mitigate climate change, sequester carbon and biodiversity restoration. This publication attempts to address a wide range of issues, principles and practices related to the salinity involved in rehabilitation of waterlogged saline soils and judicious use of saline waters including sea water. Many of the site specific case studies typical to the saline environment including coastal ecologies sustaining productivity, rendering environmental services, conserving biodiversity and mitigating climate change have been described in detail.
