This booklet sets out the findings of a research project to define the current status of utilization of small pelagic fish (those fast-growing species usually reaching maturity within a year) in Asia and assesses competing demands on the resource, so that appropriate strategies for future development of the fishery could be determined. The background to the fisheries, the current landings and usage (mainly human consumption and fishmeal) and trade within and outside Asia is detailed. Although exploitation was found to be a complex issue with much variation between countries, conclusions and recommendations are outlined for future research into ways in which low-income groups could continue their involvement in the trade, and how the overall impact of trading policies might affect them.

In Asia, the fisheries sector is important in terms of food security, livelihoods and foreign exchange earnings. However, as in many parts of the world, there are signs that capture fisheries are fully exploited or overfished. Management of fisheries in the region is often hampered by lack of information on the status of fisheries in terms of biological, social, economic, policy and governance aspects. This regional project documents an alarming decline on coastal fishery resources, based on historic research surveys in South and Southeast Asia. Socio-economic analyses and policy reviews highlight the importance of the fisheries sector but also the challenges facing it. Potential interventions to improve fisheries management in the countries are outlined and defined with environmental, socioeconomic and institutional objectives.

Small pelagic fish species found in lakes and introduced to reservoirs dominate by volume and contribute some of the most important inland fisheries in Africa with steadily increasing catches and additional potential. This circular reviews the status and importance of the pelagic fish and fisheries, together with small fish in general, for sustainable and healthy livelihoods in Africa. It reviews the biology and biological production of the most important pelagic species in lakes and reservoirs as well as the impacts of environmental and climatic variation on the stocks of these species. It examines and discuss the various capture techniques together with potential of improvements in the fisheries and associated processing and national and regional trade within Africa. The knowledge generated by the circular will be useful for policy makers and development practitioners to design and implement more effective policies, strategies and programs that will contribute to reducing the food insecurity and conflicts that currently affect the people in sub-Saharan Africa.

The seafood processing industry produces a large amount of by-products that usually consist of bioactive materials such as proteins, enzymes, fatty acids, and biopolymers. These by-products are often underutilized or wasted, even though they have been shown to have biotechnological, nutritional, pharmaceutical, and biomedical applications. The goals of the National Workshop on Micro-enterprise Development in Coastal Communities in the Philippines were to exchange experiences and good practices and to identify financial and institutional support services and facilities to sustain livelihoods and micro-enterprise development in coastal areas. The workshop was attended by 45 participants from people's organizations, fisherfolk cooperatives, non-governmental organizations, national government agencies and financing institutions. The discussions at the workshop showed that livelihood diversification and the improvement of income and employment opportunities in coastal fishing communities are crucial for their participation in the conservation and management of aquatic resources. Key elements of sustainable micro-enterprise development as identified by the workshop include capability building of fisherfolk organizations such as cooperatives and associations to implement livelihood projects, the preparation of feasibility studies and business plans, technical skills development, sound financial management practices, development of innovative and high quality products, access to new markets including urban and regional markets and the full participation of fisherfolk in the identification of livelihood activities and micro-enterprises. The Pilot Project in Support of the Development of Micro-enterprises in Banate Bay, Iloilo and Southern Iloilo was implemented by the University of the Philippines in the Visayas in cooperation with the Banate Bay Resource Management Council Inc. and the Southern Iloilo Coastal Resource Management Council with support from FAO. A number of microenterprises were introduced and supported in the municipalities of Banate Bay and Southern Iloilo including fish ball production, shrimp paste production, oyster and mussel culture, salt production and iodization, fish marketing and fish sauce production. Training programmes were conducted for fisherfolk on product development and marketing of their products. Good coordination with local government units, active participation of all stakeholders and conduct of appropriate training programmes are considered essential for the sustainability of the micro-enterprises. The involvement of fisherfolk in livelihood activities and micro-enterprises is strengthening their participation in the fisheries and aquatic resources management councils of Banate Bay and Southern Iloilo. The experiences of the pilot project also suggest that in order to make various income generating livelihood initiatives sustainable and stand on their own feet, many of these need to develop further into full-fledged micro-enterprises. Considerable scope lies in farming of aquatic organisms such as seaweed, shellfish and various fish species as well as in fisheries related value adding activities such as fish processing and marketing. As far as the relationship between the conservation of aquatic resources and the generation of income is concerned, the quality of the aquatic environment and the economic success of mariculture micro-enterprises and activities are directly related. This should create a strong motivation for fisherfolk enterpreneurs involved in such type of enterprises to be strong advocates and stewards of a healthy coastal ecology. In the long term, fisherfolk will benefit from the development of various micro-enterprise initiatives. It is clearly in their interest.

This book is the first in a series of assessments of regional climate change. Irreversible changes to regional biogeochemistry, and terrestrial and marine ecosystem functioning are brought about by increases in population, intensified land use, urbanization, industrialization and economic development. These may have global as well as regional consequences. The objectives of the assessments are, (i) to better understand how human activities in regions are altering regional atmospheric, terrestrial, and marine environments, (ii) to provide a sound scientific basis for sustainable regional development, and (iii) to develop the capability of predicting changes in global-regional linkages in the Earth System and to recognize the future consequences of such changes.
