Everyone is already painfully aware of our predicament - ecological extinctions, dwindling fossil fuel reserves and economic chaos. The solutions are less obvious, despite the many opportunities that surround us. We have never had more access to resources, knowledge and technology but this is not the problem. What we lack most is creative thinking, fuelled by collective optimism. In a pragmatic world run by careerist experts this is hardly surprising. As voters and consumers we are trained to choose and complain, but not how to envisage what we really, really want. How can we design a better world unless we revive the art of dreaming? For without dreams we are lost. Perhaps it should be the duty of all citizens to imagine alternative futures; in effect, to think more like designers. After all, designers have always been dreamers, and have often found ways to realize their dreams. Design for Micro-Utopias does not advocate a single, monolithic Utopia. Rather, it invites readers to embrace a more pluralized and mercurial version of Thomas More's famous 1516 novel of the same name. It therefore encourages the proliferation of many 'micro-utopias' rather than one 'Utopia'. This requires a less negative, critical and rational approach. Referencing a wide range of philosophical thinking from Aristotle to the present day, western and eastern spiritual ideals, and scientific, biological and systems theory, John Wood offers remedies for our excessively individualistic, mechanistic and disconnected thinking, and asks whether a metadesign approach might bring about a new mode of governance. This is a daring idea. Ultimately, he reminds us that if we believe that we will never be able to design miracles we make it more likely that this is so. The first step is to turn the 'impossible' into the 'thinkable'.

How do the under-resourced nations of the global South meet such challenges? In Edges of Exposure, Noémi Tousignant traces the work of toxicologists in Senegal as they have sought to warn of and remediate the presence of heavy metals and other poisons in their communities. Situating recent toxic scandals within histories of science and regulation in postcolonial Africa, Tousignant shows how decolonization and structural adjustment have impacted toxicity and toxicology research. Ultimately, as Tousignant reveals, scientists' capacity to conduct research—as determined by material working conditions, levels of public investment, and their creative but not always successful efforts to make visible the harm of toxic poisons—affects their ability to keep equipment, labs, projects, and careers going.

Approaching the theme from an antitrust perspective and focusing on telecommunications and television broadcasting, this volume examines how traditional European competition law doctrines and principles can be applied to this converging sector. The application of antitrust rules to the communications sector is often one of the most controversial areas of law and policy. The shift towards a more competition law oriented form of regulation is one of the main principles inspiring the recent reform of European sectorial regulation enshrined in the 2002 Electronic Communication Package. The Package was adopted in 2002 and is in the process of being implemented throughout the Union. This monograph provides a detailed description of the new regulatory package and highlights the interplay between regulatory provisions and EC competition law. It then follows the pattern of a typical antitrust analysis containing chapters on the definition of relevant market in the sector and various forms of abuses of market power. Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.
