Kısaca ekonomik, toplumsal veya siyasi sebeplerle bireyler ile toplulukların bir ülkeden başka bir ülkeye, bir yerleşim yerinden başka bir yerleşim yerine gitme işi, taşınma, hicret, muhaceret olarak tanımlayabileceğimiz göç olgusunun insanlık tarihi ile koşut olduğu herkes tarafından kabul gören bir gerçektir. İçinde bulunduğumuz yüzyılda bilim ve teknolojik gelişmeler, insanlık tarihinde hiç olmadığı kadar hızlı bir şekilde devam ederken göç olgusu, küresel bir sorun olma özelliğini sürdürmektedir. Birleşmiş Milletler gibi uluslararası kuruluşların raporlarına göre günümüzde 250 milyonu aşkın göçmen bulunmakta ve bu sayı yer geçen yıl biraz daha artmaktadır. Buna göre yüz milyonlarca kadın, erkek, çocuk güvenlik ihtiyacı, fiziksel veya psikolojik etkilerden korunma, daha iyi sağlık, eğitim olanaklarına erişme, bir gruba ait olma, sosyal statü kazanma, insanlar tarafından kabul görme, takdir edilme ve saygı görme gibi gereksinimlerle doğdukları ülkelerden farklı yerlerde yaşamlarını sürdürmektedirler. Göç konusu, üç büyük kıtanın kesişim noktasında yer alan ülkemiz için de tarih boyunca etkili olan ve toplumsal, ekonomik, siyasi, tarihi, kültürel sonuçlar doğuran önemli bir olgudur. Bu nedenle ülkemiz tarih boyunca gerek iç gerekse dış göç açısından büyük çaplı göç hareketlerine sahne olmuştur. TÜİK verilerine göre en çok göç alan ve veren iller sıralamasında ilk sıralarda yer alan Van’ı odağa aldığımız Van’da Göç Hareketleri adlı çalışmamızda ülkemizin göç gerçeğine bir kez daha dikkat çekilmiştir. 100/2000 YÖK Doktora programı öğrencileri tarafından hazırlanan bu çalışmada Van’ın göç tarihi, (Osmanlı’dan başlayarak Cumhuriyet’e kadar) irdelenmiştir. Bu bağlamda çalışmanın “Göç Kavramına Genel Bir Bakış” isimli giriş bölümünde göçün kavramsal çerçevesinin belirlenmesi amacıyla göç kavramı açıklanarak göç türleri ve göç teorileri ele alınmıştır. Çalışmanın ikinci bölümü “Göç, Kent ve Kentleşme”de genel anlamda, göç hareketlerinin bir sonucu olarak ortaya çıkan, kentleşme oluşumları tarihsel perspektifte incelenmiş, kırsal kesimdeki feodal yaşam tarzı, köyleşen kent kavramı, şehir-kır arasında yaşanan sosyal kopuş gibi hususlar tartışılmıştır. Ermenilerin XIX. Yüzyılın sonlarına doğru başlatmış oldukları isyan faaliyetlerinde Van vilayetinin yeri ve buradaki Ermeni göçlerinin irdelendiği “Devlet-i Aliyye’nin Son Dönemlerinde Van Vilayetinde Ermeniler Ve Tehcir Sorunu” başlıklı bölümde özellikle tehcir meselesi ve bununla ilgili uygulamalara değinilmiştir. Kaynak olarak başta Başbakanlık Osmanlı Arşivi olmak üzere, ana kaynaklar, dönemin gazeteleri, tetkik eserler ve makalelerden faydalanılmıştır. “Birinci Dünya Savaşı Sırasında Van’dan Göç Eden Müslüman Mülteciler ve Yapılan Yardımlar” isimli sonraki çalışmada öncelikle Müslümanların göç etmesine zemin hazırlayan Ermeni-Rus işbirliği, özellikle Rus işgaliyle başlayan Müslüman halkın göç şartları, göç esnasında ve sonrasında devletin bu konuda nasıl bir yol izlediği incelenmiştir. “Siirtlilerin Van’a Göçü (Anılar ve Katkılar)” başlıklı çalışmada ise Van’a Siirt’ten yapılan göçlerin, neden yapıldığına, ne şartlarda yapıldığına, göç esnasında ne gibi sıkıntılarla karşılaştıklarına, göç ettikten sonra göçmenlerin Van’da yaşadıkları sıkıntılara, uyum süreçlerine ve Van’a yapılan katkılara değinilmiştir. “Van’da Kırgız Göçü Ulupamir Köyü” isimli son bölümde ise 1950’de Kırgızistan’dan Afganistan’ın Pamir bölgesine, Afganistan’da başlayan iç savaş nedeniyle de oradan (1983) Van’ın Erciş ilçesinin Altındere harasına yerleşen Kırgızlar’ın göç serüveni ele alınmıştır. Ortaya konan çalışmalarda, dağınık bir şekilde bulunan bilgilerin derlenip toparlanarak bir bütün haline getirilmesine dönük azami çaba sarf edilmiştir. Konular neden-sonuç ilişkisi içerisinde, yer ve zaman esasları göz önünde bulundurularak ele alınmış olup elde edilen bulgu ve belgelerle desteklenmiştir. Ayrıca tarih çalışmalarının temel prensipleri olan tarama, tasnif, tahlil, tenkit, terkip aşamalarına da olabildiğince riayet edilmiştir. Bu yapılırken de göç tanıklarının ya da ikinci nesil göçmenlerin hafızalarında canlı kalan göç anıları sözlü tarih yöntemiyle ortaya konulmuştur. Çalışmanın bilimsel yönünü kuvvetlendirmek için de elde edilen bulguların mümkün olduğu kadarıyla ‘resmi verilerin süzgecinden geçirmesi ilkesine’ bağlı kalınmıştır. Bunun için Başbakanlık Osmanlı Arşivi (BOA), Başbakanlık Cumhuriyet Arşivi (BCA), TBMM Zabıt Cerideleri gibi resmi kaynaklardan da istifade edilmiştir. Bunun yanında bütün çalışmalar konunun uzmanı olan hakemlerin değerlendirilmesinden geçilmiştir. Bu bağlamda Prof. Dr. Zeki Taştan, Prof. Dr. Metin Ayışığı, Doç. Dr. Cavid Qasımov, Doç. Why are migration policies sometimes heavily contested and high on the political agenda? And why do they, at other moments and in other countries, hardly lead to much public debate? The entrance and settlement of migrants in Western Europe has prompted various political reactions. In some countries anti-immigration parties have gained substantial public support while in others migration policies have been hardly controversial. The Politicisation of Migration examines the differences between seven Western European countries by developing a conceptual framework to empirically explain patterns of politicisation and de-politicisation. The analyses show that over the past decade immigration has been increasingly defined in socio-cultural terms and that it has been receiving less political attention since the economic crisis started in 2007. This book also looks at the role of mainstream parties and political actors in the process of politicisation, and demonstrates how the role of ‘challengers’ is more limited than often assumed. Contributing to literatures on migration, party politics and agenda-setting, the book will be of interest to students and scholars in the fields of politics and migration studies.
