Satellite Empire is an in-depth investigation of the political and social history of the area in southwestern Ukraine under Romanian occupation during World War II. Transnistria was the only occupied Soviet territory administered by a power other than Nazi Germany, a reward for Romanian participation in Operation Barbarossa. Vladimir Solonari's invaluable contribution to World War II history focuses on three main aspects of Romanian rule of Transnistria: with fascinating insights from recently opened archives, Solonari examines the conquest and delimitation of the region, the Romanian administration of the new territory, and how locals responded to the occupation. What did Romania want from the conquest? The first section of the book analyzes Romanian policy aims and its participation in the invasion of the USSR. Solonari then traces how Romanian administrators attempted, in contradictory and inconsistent ways, to make Transnistria "Romanian" and "civilized" while simultaneously using it as a dumping ground for 150,000 Jews and 20,000 Roma deported from a racially cleansed Romania. The author shows that the imperatives of total war eventually prioritized economic exploitation of the region over any other aims the Romanians may have had. In the final section, he uncovers local responses in terms of collaboration and resistance, in particular exploring relationships with the local Christian population, which initially welcomed the occupiers as liberators from Soviet oppression but eventually became hostile to them. Ever increasing hostility towards the occupying regime buoyed the numbers and efficacy of pro-Soviet resistance groups.

Das Gebiet der heutigen Ukraine gehörte zu den zentralen Tatorten der deutschen Besatzungsverbrechen und des Holocaust. Im September 1941 richteten die Deutschen dort das Reichskommissariat Ukraine ein, das zum Zeitpunkt seiner größten Ausdehnung aus Teilen des damaligen Ostpolens sowie der Sowjetrepubliken Belarus und Ukraine bestand. Zur Jahreswende 1941/42 ließ das Reichssicherheitshauptamt dort auch stationäre Dienststellen der Kommandeure der Sicherheitspolizei und des SD aufbauen. Sie führten weitgehend die verbrecherische Tätigkeit der sogenannten Einsatzgruppen fort, die weiter nach Osten vorstießen. Doch mit einem Unterschied: Sie waren gekommen, um zu bleiben und die Dystopie eines deutsch-dominierten Osteuropas in die Praxis umzusetzen. In der Folge erschossen die Angehörigen dieser Dienststellen unzählige als Juden und Roma verfolgte Menschen und Kriegsgefangene, errichteten ein eigenes Lagersystem, verfolgten den Widerstand, richteten eine einheimische Kriminalpolizei ein und nahmen aktiv Einfluss auf die Kirchenpolitik. Die Studie untersucht erstmals die Geschichte und das Personal der Dienststellen im Reichskommissariat Ukraine und wirft damit auch neues Licht auf die Praxis der Besatzung und den Holocaust.

From summer 1941 onwards, Romania actively pursued at its own initiative the mass killing of Jews in the territories it controlled. 1941 saw 13,000 Jewish residents of the Romanian city of Ia?i killed, the extermination of thousands of Jews in Northern Bukovina and Bessarabia by Romanian armed forces and local people, large-scale deportations of Jews to the camps and ghettos of Transnistria, and massacres in and around Odessa. Smolensk under the Nazis records the profound and painful effects of the invasion and occupation on the 30,000 civilian residents (out of a prewar population ofroughly 155,000) who remained in this border town. It also compares Nazi and Stalinist local propaganda efforts, as well as examining the stance of Russian civilians, thereby investigating what it meant to support -- or hinder --the new Nazi-German and collaborating Russian authorities. By underlining the human dimensions of the war and its often neglected long-term effects, Laurie Cohen promotes a more complex understanding of life under occupation. Smolensk under the Nazis thus complements recent works on everyday life in occupied Ukraine, Belarus, and the Baltic States as well as on the siege of Leningrad. Laurie R.
