The main source of particulates and nitrogen oxides in Hong Kong is attributable to goods vehicles and to a lesser extent buses; taxis and private cars contribute only a small fraction of these pollutants, even in densely populated areas or urban canyons. The growing volume of vehicle traffic between Hong Kong and China contributes to increasing the level of vehicle emissions found in the territory. These findings have important implications for both environmental and transport policies.

Much is expected of private financing to help meet the infrastructure requirements of the rapidly growing East Asian economies. Although private financing grew briskly during the 1990s, it represents only a small share of all infrastructure investment in the region (between 12 and 18 percent). This monograph draws on experience in a number of countries in East Asia, as well as Australia, Chile, and India, to analyze the impediments to and prospects for private financing of infrastructure. The chapters discuss the choices available to policymakers and the strategies that governments have followed. An overview chapter describes recent trends in international financing of infrastructure projects in the region, discusses the key policy and institutional impediments to greater private participation, and assesses the role of domestic capital markets and finance. ABSTRACT: Particulate matter (PM) generated from vehicle traffic and roadways accumulate on the roadway surface and are washed off during a rainfall-runoff event. PM is a significant source of pollutant loadings to receiving waters since metals can be associated with the material transported by rainfall-runoff. The deposition of these PM from vehicles occurs prior to and during rainfall events. Conventionally PM that is generated from an event is attributed to the accumulation on urban surfaces during antecedent dry days, not particles generated during an event. The availability of PM on urban surfaces prior to rainfall events is an important factor when establishing a street sweeping program to mitigate stormwater pollution by determining frequency. This thesis investigated the effects of vehicles travelling prior to and during rainfall events to determine their impact on stormwater quality for runoff from a bridge over City Park Lake on Interstate 10 in Baton Rouge, Louisiana. Interstate 10 has an approximate average annual daily traffic (AADT) for east and westbound of 148,000. Stormwater samples examined for a Louisiana Department of Transportation (LaDOTD) study for twenty-seven rainfall-runoff events of varying duration, intensity and volume, with resulting PM from March 14, 2004 through August 9, 2006 were analyzed. The results of the rainfall-runoff events were compared with traffic data that was recorded by LaDOTD for this section of roadway from radar vehicle detectors from May 5, 2004 through August 31, 2006, which was used to estimate the traffic volume for all event storms. The results of the analysis indicated that the runoff volume of PM was significantly related to total runoff volume, previous dry hours and the density of vehicles passing during the event.
