El propósito de este ensayo es esbozar una cronología de las principales políticas y programas de vivienda implementados en Venezuela entre 1928 y 2010. A través de una mirada retrospectiva se reconstruye la evolución histórica de los distintos énfasis y prioridades en materia habitacional que se observaron en un periodo que abarca más de ocho décadas de múltiples cambios y discontinuidades y cuyo balance en términos de resultados registra tanto avances como retrocesos. Para facilitar el análisis se ha dividido el lapso analizado en dos grandes periodos, a saber: 1928-1998 y 1999-2010. La reconstrucción histórica de las principales políticas y programas, permite concluir que es cada vez más apremiante la incorporación de nuevos enfoques de política pública que sean plurales e integrales, así como el desarrollo de un marco legal e institucional más estable y coherente, como requisitos indispensables para solucionar el problema de la vivienda en Venezuela.
