Studienarbeit aus dem Jahr 2005 im Fachbereich Organisation und Verwaltung - Sonstiges, Note: 1,0, Universität Konstanz, Veranstaltung: Verwaltung(smodernisierung) anders denken, Sprache: Deutsch, Abstract: Seit Anfang der 80er Jahre wird auf internationaler Ebene das Thema der Modernisierung der öffentlichen Verwaltung unter dem Paradigma des New Public Management (NPM), beziehungsweise des Neuen Steuerungsmodells (NSM) wissenschaftliche diskutiert. Jedoch bei der praktischen Umsetzung wurde häufig festgestellt, dass diese Neuorientierung nicht reibungslos verläuft. In einigen Ländern, wie beispielsweise in Deutschland, wird die Verwaltung sogar als besonders veränderungsresistent empfunden. Als eine mögliche Grundlage wurde daher das Konzept der Organisations- und Verwaltungskultur herangezogen, um sowohl die Widerstände gegen die Modernisierung zu erklären als auch um neue Möglichkeiten für einen Wandel in der Verwaltung zu gestalten. Ziel dieser Arbeit ist es daher das Konzept der Organisation- und Verwaltungskultur zu erläutern und ihre Bedeutung für die Veränderungsfähigkeit der Verwaltung in Deutschland aufzuzeigen. Dazu wird zunächst der Begriff Organisationskultur definiert und verdeutlicht um ihn anschließend auf die öffentliche Verwaltung anwenden zu können. Anschließend soll durch einen Vergleich zwischen der Verwaltungskultur nach dem alten Steuerungsmodell und den geforderten Prinzipien des neuen Modells verdeutlicht werden, inwiefern die Verwaltungskultur einen Modernisierungsprozess beeinflussen kann. Mit einer empirischen Einzelfallstudie soll abschließend gezeigt werden, wie eine mögliche kulturfreundliche Umsetzung des Neuen Steuerungsmodells aussehen kann.
