Who is a victim? Considerations of innocence typically figure in our notions of victimhood, as do judgments about causation, responsibility, and harm. Those identified as victims are sometimes silenced or blamed for their misfortune—responses that are typically mistaken and often damaging. However, other problems arise when we defer too much to victims, being reluctant to criticize their judgments or testimony. Reaching a sensitive and yet critical stand on victims’ credibility is a difficult matter. In this book, Trudy Govier carefully examines the concept of victimhood and considers the practical implications of the various attitudes with which we may respond to victims. These issues are explored with reference to a range of complex examples, including child victims of institutional abuse and the famed Rigoberta Menchú controversy. The word and concept of victim bear a heavy weight. To represent oneself or to be represented as a victim is often a first and vital step toward having one's suffering and one's claims to rights socially and legally recognized. Yet to name oneself or be called a victim is a risky claim, and social scientists must struggle to avoid erasing either survivors' experience of suffering or their agency and resourcefulness. Histories of Victimhood engages with this dilemma, asking how one may recognize and acknowledge suffering without essentializing affected communities and individuals. This volume tackles the theoretical and empirical questions surrounding the ways victims and victimhood are constructed, represented, and managed by state and nonstate actors. Geographically broad, the twelve essays in this volume trace histories of victimhood in Colombia, India, South Africa, Guatemala, Angola, Sierra Leone, Turkey, Occupied Palestine, Denmark, and Britain. They examine the implications of victimhood in a wide range of contexts, including violent occupations, displacement, war, reparation projects, refugee assistance, HIV treatment, trauma intervention, social welfare projects, and state formation. In exploring varying forms of hardship and identifying what people do to survive, how they make sense of their own suffering, and how they are frequently either acted upon or ignored by humanitarian agencies and states, Histories of Victimhood encourages us to see victimhood not as a definite and definable category of experience but as a changeable and culturally contingent state. Cultural Practices of Victimhood aims to set the agenda for a cultural study of victimhood. Words such as ‘victim’ and ‘victimhood’ represent shifting cultural signifiers, their meaning depending on the cultural context of their usage. Using case studies and through a practice-based approach, questions are asked about how victimhood is defined and constructed, whether in the ritual commemoration of refugees on Lampedusa, the artistic practices of an Aboriginal artist such as Richard Bell, or the media practices associated with police violence. Consisting of contributions by cultural studies experts with an interest in victim studies, this book seeks a double readership. On the one hand, it intends to break new ground with regards to a ‘cultural turn’ in the field of criminology, in particular victimology. On the other hand, it also seeks to open up discussions about a ‘victimological turn’ in culture studies. Besides generating wealth, globalization makes victims, including victims of new forms of crime. In this edited book of scholarly essays, international lawyers and criminologists reflect on the legal challenges posed by these dark sides of globalization. Examples include transnational organised crime, human trafficking and corruption, cyber crimes, international terrorism, global corporate crime and cross-border environmental crimes. The authors reflect on the limits of domestic systems of justice in providing protection, empowerment and redress to the victims of these emerging forms of global insecurity. They argue for the need of better international or supra-national institutional arrangements such as legal instruments and actions of the United Nations or regional organizations such as the European Union. In part I Jan Van Dijk and Rianne Letschert present an overview of trends in criminal victimization against the backdrop of globalization using a unique set of statistical indicators. By placing this issue in the framework of the human security concept, the authors draw out its broader political and normative implications. Theologist Ralf Bodelier explains how modern communication technologies have heightened sensitivities among the general public for human insecurities anywhere in the world. In his view, a new global conscience is in the making that may become the cornerstone of international solidarity and action. Marc Groenhuijsen and Rianne Letschert describe the emergence of national and international legal and institutional arrangements to offer remedies to victims of crime in an era of globalization. In part II a selection of experts analyse the specific issues surrounding the protection and empowerment of victims of different types of international crimes such as human trafficking, organised crime/corruption, terrorism, global corporate crime and cross border environmental crimes. In part III focused attention is given to the special challenges and opportunities of protecting and assisting crime victims in cyberspace. Part IV deals with emerging victim issues in humanitarian law such as the accountability of private military companies and the implementation of the ambitious victim provisions in the statute of the International Criminal Court including the establishment of a global fund for reparations. In the final part of the book some of its core authors formulate their ideas about the international institutional arrangements that should be put in place to offer justice to the victims of globalization. This book is about the endings of at least some of those stories, the stories of victims who strive to overcome and even triumph in the end. This book is a collection of research perspectives and personal stories exploring the various pathways for overcoming victimhood. It is hoped that they might offer an inspiration for others and encourage others to stay on the path to find a positive ending. Victim Victorious is an examination of the ways in which victims come to rise above the challenges that they face. Victims may be innocent bystanders, and in no way responsible for their victimhood. Nonetheless, they can -- and indeed we argue need to -- take responsibility for finding a personal solution. To assist in this task, this book chronicles the pathway of prejudice and how the pain and the damage experienced by individual victims may be overcome by effort, by and on their own behalf. The first half of the book features outsider views of victimhood. A range of professionals, philosophers, psychologists, criminologists and critical theorists offer their thoughts on how people might overcome victimhood. The second half of the book features insider views of victimhood; in this section, the victims speak for themselves about their experience and how they have endeavoured to break through their victimhood.
