In real world monitoring applications, moving object detection remains to be a challenging task due to factors such as background clutter and motion, illumination variations, weather conditions, noise, and occlusions. As a fundamental first step in many computer vision applications such as object tracking, behavior understanding, object or event recognition, and automated video surveillance, various motion detection algorithms have been developed ranging from simple approaches to more sophisticated ones. In this thesis, we present two moving object detection frameworks. The first framework is designed for robust detection of moving and static objects in videos acquired from stationary cameras. This method exploits the benefits of fusing a motion computation method based on spatio-temporal tensor formulation, a novel foreground and background modeling scheme, and a multi-cue appearance comparison. This hybrid system can handle challenges such as shadows, illumination changes, dynamic background, stopped and removed objects. Extensive testing performed on the CVPR 2014 Change Detection benchmark dataset shows that FTSG outperforms most state-of-the-art methods. The second framework adapts moving object detection to full motion videos acquired from moving airborne platforms. This framework has two main modules. The first module stabilizes the video with respect to a set of base-frames in the sequence. The stabilization is done by estimating four-point homographies using prominent feature (PF) block matching, motion filtering and RANSAC for robust matching. Once the frame to base frame homographies are available the flux tensor motion detection module using local second derivative information is applied to detect moving salient features. Spurious responses from the frame boundaries and other post- processing operations are applied to reduce the false alarms and produce accurate moving blob regions that will be useful for tracking.

Video surveillance systems need capabilities that go beyond simple recording and retrieving by date and time. Automated event recognition and scene understanding are becoming increasingly important to deal with the explosion of surveillance system data and the shortage of security personnel to analyze it. This thesis provides an overview of automated event recognition approaches for single stationary video camera surveillance systems. The motion detection module analyzes raw video and provides moving "blobs". The object tracking module tracks moving object, gives each object a unique identification and provides object properties. The event recognition module detects all kinds of events based on object properties and relationships among objects. Atomic events are defined to represent states of objects at an instant in time. Most atomic events can be detected directly from object properties. Several atomic events compose a basic event that represents change of state of an object during a very short period of time, usually less than one second. Complex events describe scenarios that usually happen over a longer period of time. A complex event is composed of several sub-events that may be basic events or other complex events. A deterministic finite state machine (DFA) is chosen to recognize complex events by matching object behavior with predefined complex event models. Besides video surveillance, the approaches described in this thesis can also be used to broader areas, such as scene understanding and image analysis.

Recent advances in key technologies have enabled the deployment of surveillance video cameras on various platforms, including stationary security cameras for infrastructure protection and public safety, UAV (unmanned aerial vehicles) cameras for persistent surveillance of battlefield, and cameras on mobile agents, such as vehicles, robots, and soldiers for site survey. There is an urgent need to develop advanced computational methods and tools for automated video processing and scene understanding to support various applications. In this dissertation, we develop advanced video processing and computer vision methods for automated video processing and scene understanding. We concentrate our efforts on the following four tightly coupled tasks: (1) Aerial video registration and moving object detection. We develop new similarity measures for local motion estimation and a reliability model to analyze the reliability of local motion estimation. Based on these two components, we develop a fast and reliable global camera motion estimation and video registration for aerial video surveillance. (2) 3-D change detection from moving cameras. We study the problem of detecting changes from multi-source videos which are captured by different moving cameras with unknown parameters at different times. We attack this problem by exploring a hierarchy of view-invariant image patch descriptors. Based on multi-scale local binary pattern (LBP) description of super-pixels and middle-level image patch labeling, we construct a hierarchy of image patch descriptors and detect changes in the video scene using multi-scale information fusion. (3) Cross-view building matching and retrieval from aerial surveillance videos. Identifying and matching buildings between camera views is useful for scene understanding, battlefield surveillance, geo-location and geo-tagging of videos and photos. Our central idea is to construct a semantically rich sketch-based representation for buildings which is invariant under large scale and perspective changes. (4) Collaborative video compression for UAV surveillance network. We study the problem of a network of small UAVs with limited computational and communication resources to perform collaborative video surveillance of the target environment. Based on distributed video coding, we develop a collaborative video compression scheme for a UAV surveillance network. Our extensive experimental results demonstrate that the proposed methods and tools for automated video processing and scene understanding are efficient and promising for surveillance applications.

This work proposes a complete sensor-independent visual system that provides robust target motion detection. First, the way sensors obtain images, in terms of resolution distribution and pixel neighbourhood, is studied. This allows a spatial analysis of motion to be carried out. Then, a novel background maintenance approach for robust target motion detection is implemented. Two different situations are considered: a fixed camera observing a constant background where objects are moving; and a still camera observing objects in movement within a dynamic background. This distinction lies on developing a surveillance mechanism without the constraint of observing a scene free of foreground elements for several seconds when a reliable initial background model is obtained, as that situation cannot be guaranteed when a robotic system works in an unknown environment. Other problems are also addressed to successfully deal with changes in illumination, and the distinction between foreground and background elements.

Unmanned Aerial Vehicles (UAVs) equipped with video cameras are a flexible support to ensure civil and military safety and security. In this thesis, a video processing chain is presented for moving object detection in aerial video surveillance. A Track-Before-Detect (TBD) algorithm is applied to detect motion that is independent of the camera motion. Novel robust and fast object detection and segmentation approaches improve the baseline TBD and outperform current state-of-the-art methods.
