European public opinion holds that the gravest obstacle to peace in the Middle East is the unwillingness of both sides to compromise, stemming from Israel’s oppression of Palestinians, Israeli housing settlements on disputed territories and Palestinian suicide attacks. When asked to identify the primary aggressor in the conflict, 43 percent of respondents chose both Israel and the Palestinians, reflecting the chain of retaliations in the conflict. Only 25 percent considered Israel to be the sole aggressor and even less – 13 percent – believed that only the Palestinian side was to blame. Although the European public deeply condemns the Palestinian suicide and rocket attacks on Israel, they are equally critical of Tel Aviv’s response. For example: 46 percent disapprove of the wall built to separate Israel from the West Bank; 53 percent consider the economic blockade of the Gaza Strip to be illegal; and 60 percent condemn the Israeli armed incursion in the area in the winter of 2008–2009. These results show a growing trend in the opinion of European citizens that Israeli government policies are responsible for the failure of the peace process. The Arab democratic wave is fundamentally changing the regional context of the Palestinian issue, and gradually ending the American and European quasi-monopoly as external peace mediators. Obviously, in the past a number of Arab initiatives have occurred, but the gap between leaders and Arab public opinion allowed some – such as Mubarak – to align them with the American stance at the time. The end of the Mubarak regime has brought Egypt much closer to all Palestinians. It was already clear there was no longer support in Egypt for the stifling closure of Gaza. With the end of authoritarianism, Egypt was quick to move to a position quite similar to that of Turkey, in that it combines a genuine desire for peace with Israel with strong support for the rights of the Palestinians, including the right to statehood, an opinion shared by the majority of the European public. Whether a one- or a two-state solution looms on the horizon, the question of civil rights for the Palestinians will not go away, nor will the need of all parties in the conflict to comply with international law. Whatever the circumstances, an approach centered on adherence to laws, norms and fundamental rights seems to be the option that will remain at the heart of EU policy for years to come.

In 2011, millions of citizens in the Southern Mediterranean took to the streets demanding an end to dictatorship and the right to choose their governments, and also affirming their right to their cultural and religious identities and well-being. Within months this extraordinary popular movement led to the downfall of three dictators. The now thirty-seven year old third democratic wave is finally sweeping the periphery of old Europe. This wave came in four phases: it caused the fall of the dictatorships in Europe in Portugal, Greece and Spain in the 1970s, then in Latin America and Asia in the 1980s and 1990s, followed by Eastern Europe and other countries in the 1990s; and now, after the lost decade at the start of this century, it is sweeping the Mediterranean and Arab world. This book assesses the democratic wave one year on, and what the options are for the EU in a post-Western international context. European initiatives, starting with the Barcelona summit in 2005, have given renewed impetus to the project of Euro-Mediterranean inclusion, and countered the view of Muslims as the enemy that has prevailed for too long in the West. Against this background, the challenge will be to accept the democratic choices of citizens in the South and to learn to live with the fact that Islamist parties are likely to come to power all over the region. Europeans will have to listen to these new and unfamiliar voices and acknowledge their legitimacy. These are the voices of those who need to recover their dignity. These may not be less democratic, but they will certainly be more autonomous. Europe needs to act as a consensus-builder in the Arab quest for democratic legitimacy and not as a divisive force that either supports secularist forces against Islamist parties or marginalises liberals in the name of a new political pragmatism. Europe and the US have to work with others to support transitions to democracy in the Arab world. The EU and some of its Member States are unavoidable actors in the Maghreb. The risk is that European policy choices may have a negative impact on local politics or that the EU offers the region insufficient means to address the huge social challenges it faces. In the Middle East, where the European Union is one among many actors, Europe risks becoming irrelevant in a region that remains the world's strategic hub. This book seeks to show that the democratic revolutions in the Arab countries offer a unique opportunity for the EU to contribute to a peaceful and democratic neighbourhood and to give a new impetus and raison d'être to the European project.

Europe has been the chief arena of revolutionary passions since the end of the eighteenth century. During this same period, and right up to the beginning of the twenty-first century, the non-European world, too, has resonated with coup attempts and revolutionary turmoil. How does one begin to understand these revolutionary passions? To what extent are they influenced by European matrices? Have these revolutions also themselves resulted in ‘exportable models’? Three French writers look at three continents—Latin America, the Middle East and India and interrogate the revolution, with reference to and dialogue with the definitive work of Francois Furet, who wrote The Passing of an Illusion: The Idea of Communism in the Twentieth Century. Interestingly, the original French book Passions révolutionnaires was written in 1995, just after the fall of the Berlin wall.
