"Higher education in Latin America and the Caribbean has expanded dramatically in the past 15 years, as the average gross enrollment rate has more than doubled, and many new institutions and programs have been opened. Although higher education access has become more equitable, and higher education supply has become more varied, many of the 'new' students in the system are, on average, less academically ready than are their more advantaged counterparts. Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Thus, higher education is at a crossroads today. Given the region's urgency to raise productivity in a low-growth, fiscally constrained environment, going past this crossroads requires the formation of skilled human capital fast and efficiently. 'At a Crossroads: Higher Education in Latin America and the Caribbean' contributes to the discussion by studying quality, variety, and equity of higher education in Latin America and the Caribbean. The book presents comprehensive evidence on the recent higher education expansion and evolution of higher education labor market returns. Using novel data and state-of-the-art methods, it studies demand and supply drivers of the recent expansion. It investigates the behavior of institutions and students and explores the unintended consequences of large-scale higher education policies. Framing the analysis are the singular characteristics of the higher education market and the market segmentation induced by the variety of students and institutions in the system. At this crossroads, a role emerges for incentives, information, accountability, and choice."

A year-long study of the writing development of 27 first through third graders in an English/Spanish bilingual program was conducted during the 1980-81 school year. Samples of the children's writing were collected at four intervals, coded for computer tallying, and analyzed in terms of code-switching, spelling, punctuation and segmentation, structural features, stylistic devices, and content. Additionally, the context in which the writing developed was evaluated by classroom observations, teacher interviews, review of familial backgrounds, and a survey of the community language situation. Myths about bilingual language proficiency, biliteracy, bilingual education, teaching writing, and learning to write are all countered by evidence presented in this study. In a discussion of implications, the concept of a whole language approach to writing instruction is supported, in which authentic and functional texts are offered to and produced by children. Examples of the children's writing with appropriate translations are given along with various tables. Informal follow-up information is presented in three epilogues dealing with changes in the researcher's commitment to the study's original writing theories, the writing of some students a year after the study; and a chronological outline of the demise of the bilingual program used in the study. Appendices list interview questions used for teachers and aides and categories for coding the writing data. This book contains 134 references. (ALL)

Migration to Europe from Latin American and the Caribbean (LAC) has grown rapidly over the last decade. Most of the flows are directed towards southern European countries, although other European countries have also seen significant increases. Widespread poverty and economic hardship caused by the recession in LAC, together with the tightening of visa regimes in the United States following September 11, 2001, have been a major contributing cause of increased flows. The most recent data in major destination countries, such as Spain, show that the largest increases occurred over the past two to three years. The existence of what is now a significant LAC diaspora in Europe may itself be a driving force for further migration, and flows are likely to continue increasing in the future. The demographic profile of LAC migrants in Europe shows a young population with high rates of labour force participation, relatively high levels of education and strong remitting behaviour. LAC migration is highly feminized, with women constituting over half of all LAC migrants. Irregular LAC migration is significant and human trafficking also causes serious concerns. As Europe seeks to recruit increasing numbers of highly skilled migrants, including from the LAC region, concern over brain drain from those regions is also rising. Within the context of strengthened LAC-EU cooperation, rising migrant flows represent both opportunities and challenges for policy makers.
