This paper is one of a series of publications for the Voices Against Violence Research Project. This paper examines the nature and extent of violence against women with disabilities and the barriers to services faced by women with disabilities who have experienced violence. It also explores promising initiatives being run in Victoria that may help repair the harm and prevent the injustice of violence in the first place. The intersections of gender, violence, disability and structural disadvantage are central to understanding violence against women with disabilities. On all measures of social and economic participation, people with disabilities are significantly disadvantaged and can experience the violation of their human rights. This is particularly acute for women with disabilities due to gender discrimination, heightened by the risks of poverty and violence. This paper builds on work undertaken by WDV, OPA and DVRCV and draws on recent research on violence against women with disabilities in order to highlight the need for Victoria?s disability sector to better understand the gendered dynamic of violence and for the family violence?sexual assault sector (including criminal justice services) to better understand disability-based violence. It advocates for sustained, multi-sectoral engagement across Victoria?s human and justice services to support prevention initiatives and improved identification of, and responses to, women with disabilities who experience violence regardless of whether they live in the community or in institutions. This work is based on the critical need to give attention to gender and disability and other layers of disadvantage when analysing, preventing and responding to violence. Without this multi-layered focus, women with disabilities will continue to live with an increased risk of experiencing violence and experiencing barriers to justice and community services.

Though interpersonal violence is widely studied, much less has been done to understand structural violence, the often-invisible patterns of inequality that reproduce social relations of exclusion and marginalization through ideologies, policies, stigmas, and discourses attendant to gender, race, class, and other markers of social identity. Structural violence normalizes experiences like poverty, ableism, sexual harassment, racism, and colonialism, and erases their social and political origins. The legal structures that provide impunity for those who exploit youth are also part of structural violence’s machinery. Working with Indigenous, queer, immigrant and homeless youth across Canada, this five-year Youth-based Participatory Action Research project used art to explore the many ways that structural violence harms youth, destroying hope, optimism, a sense of belonging and a connection to civil society.
