»Vom besten Staat« ist eine politische Utopieschrift in der Tradition von Platon, Thomas Morus und Étienne Cabet. Bernard Bolzano, der ab 1820 nicht mehr lehren durfte und weitgehend seiner Wirkungsmöglichkeiten beraubt war, verfasste das Werk 1830/31 als (heute verlorenes) Manuskript und erstellte 1846 eine korrigierte Abschrift. Erst 1932 erschien die Schrift zum ersten Mal im Druck. Bolzano ist heute vor allem als Vorläufer der modernen analytischen Philosophie bekannt. Der Mathematiker und Religionsphilosoph war aber auch ein Denker mit einem eminent politischen Anliegen. Zwischen 1805 und 1819 bekleidete er den neu geschaffenen Lehrstuhl für Religionsphilosophie an der Karls-Universität in Prag. Mit dem Amt verbunden war die Verpflichtung, wöchentlich sog. »Erbauungsreden« vor einem studentischen Plenum zu halten. Bolzano nutzte diese Vorlesungen, die bald auch ein großes städtisches Publikum anzogen, zur öffentlichen Reflexion über grundsätzliche Fragen des menschlichen Zusammenlebens und Glücks und sparte nicht mit scharfsinniger politischer Kritik. In »Vom besten Staat« fasst er seine Vorschläge für ein gedeihliches Zusammenleben der Menschen in eine Utopie. Sein Entwurf ist antinationalistisch, gemeinwohlorientiert, universalistisch, unideologisch und nicht nur in seiner impliziten Kritik an technokratischer Naturvernutzung erstaunlich aktuell. Wie Platon sieht Bolzano den besten Staat als einen, in dem die Bürger nicht durch Privateigentum vom Wesentlichen, dem geistigen Fortschritt, abgelenkt werden, sondern sich für das Gemeinwohl einsetzen. Bolzano wollte die Schrift eigentlich zusammen mit einer Übersetzung der »Voyage en Icarie« des utopischen Sozialisten Étienne Cabet herausbringen, sah aber u.a. angesichts der politischen Zeitumstände, die vom Nationalismus geprägt waren, davon ab. Seine Utopie ist bis heute weitgehend unbekannt geblieben.

This book examines utopias in classical political economy and is based on the papers presented by leading scholars at the 22nd Heilbronn Symposium in the Economics and the Social Sciences. The book focuses on the tension between the State and utopia (the State as utopia vs. utopia instead of a state). The contributors also study the question of whether seafaring and landlocked states visualize the commonwealth differently and develop different utopias, and it is concluded they do not. The volume therefore follows the refutation of the Schumpeterian Hypothesis that more concentrated industries stimulate innovation. Though the hypothesis is refuted it still remains important, the chapters argue, because it charts out an entire research program, serves as a benchmark of definite public and private sector boundaries, and defines the grammar of discourse for constitutional economic policy in OECD states. These themes are explored in detail through contributions by economists, philosophers, and social historians. The contributors examine utopias hitherto never or rarely reviewed in the English language, making this book of interest to students and scholars in economics, political science and the history of economic thought.
