In addressing all of the moral and historical charges laid at Switzerland's door in relation to Nazi Germany, it does not offer an apology but, far more valuably, provides a sustained, nuanced analysis of the issues at stake. Contending that Swiss neutrality during the Second World War has not only been misunderstood, but has also been unfairly stigmatized, the book's wide-ranging assessment offers a much-needed corrective to received wisdom on the subject. Commendably, it presents a comparative assessment, comparing the Swiss both to European neutrals, and to the U.S. - which, it is often forgotten, defended the posture of neutrality for the first two years of the war. The study highlights the need for careful assessment in the context of more than half a century ago. Seen in those terms, the behavior of the Swiss emerges far more nuanced, more driven by the desperate conditions of total war, and far less susceptible to present-day moralizations than in the work of many writers. Im ersten Teil der Arbeit liegt das Hauptaugenmerk auf der Gründung, Etablierung und Entfaltung der SKA von 1856 bis 1882 im Kontext der gesamtschweizerischen Bankenentwicklung. Dabei beginnt der erste Teil mit einem historischen Abriss der Schweizer Geschichte, da nur im Zusammenhang mit der Entwicklung des Schweizer Bundesstaates verständlich wird, weshalb von einer späteren Entfaltung des Schweizer Bankensystems ausgegangen wird. Mit dem Wandel der schweizerischen Wirtschaftspolitik in den 1880er Jahren und der Neuausrichtung der SKA beginnt der zweite Teil, in dem der Zeitraum von 1883 bis 1914 behandelt wird. Auf dem Weg von der Gründung der Schweizerischen Kreditanstalt (SKA) im Jahre 1856 bis zum Ausbruch des Ersten Weltkrieges 1914 wird die Entfaltung und der Wandel des Bankensystems im wechselvollen Zusammenhang mit den wirtschaftspolitischen und industriellen Entwicklungen erarbeitet. Entstanden als eine der ersten Großbanken in der Schweiz, wurde das Tätigkeitsfeld der SKA derart expandiert, dass sie heute als einer der größten Finanzdienstleister weltweit gilt. Sie trägt seit 1997 den Namen Credit Suisse (CS). Die SKA nimmt aufgrund ihres Einflusses während der Industrialisierung und der Entstehung eines schweizerischen Bankensystems eine wichtige Stellung ein.

Does globalization erode the nation state's capacity to act? Are nation states forced to change their policies even if this goes against the democratic will of their electorates? How does government action change under conditions of globalization? Questions like these have not only featured highly in political debates in recent years, but also in academic discourse. This book seeks to contribute to that debate. The general question it addresses is whether globalization leads to policy convergence — a central, but contested topic in the debate, as theoretical arguments can be advanced both in favour of and against the likelihood of such a development. More specifically, the book contains detailed empirical case studies of four countries (the United States, the United Kingdom, Germany, and Switzerland) in a policy area where state action has been particularly challenged by the emergence of world-wide, around-the-clock financial markets in the last few decades, namely that of the regulation and supervision of the banking industry. Based on careful analysis of historical developments, specific challenges, the character of policy networks and institutions, and their interaction in the political process, this book argues that nation states still possess considerable room for manouevre in pursuing their policies.
