Wie Kees van der Pijl zeigt, ist das innovative Reflektieren über internationale Politik immer auch ein praxisorientiertes Vorausdenken gewesen. Die Vordenker der Weltpolitik haben gerade in Umbruchphasen das Neue erahnt; es auf den Begriff gebracht und die Konzepte geliefert, die einerseits Orientierung vermit teln und andererseits Handeln legitimierten. Wie bei dieser Buchreihe üblich, stellt der vorliegende Band die überarbeitete Fassung eines Kurses dar, der vom Verfasser für die FernUniversität Hagen angefer tigt wurde und im Sommersemester 1994 dort erstmals zum Einsatz kam. Kees van der Pijl, der Autor des vorliegenden Textes, lehrt am Fachbereich Internationale Politik und Völkerrecht der Universität Amsterdam, wo er seit vielen Jahren Vorle sungen zur Ideengeschichte Internationaler Politik abhält. Für die fruchtbare Koope mtion bei der Erstellung des Kurses sei ihm ganz herzlich gedankt; insbesondere aber auch Walter Linsewski, der den Kurs aus dem Niederländischen übersetzte und dabei seine politikwissenschaftliche Kompetenz voll entfalten konnte. Im Lehrgebiet Inter nationale PolitikIV ergleichende Politikwissenschaft wurde der Kurs von Georg Simonis betreut und für die Publikation vorbereitet. Die erfolgreiche Zusammenar beit mit Kees van der Pijl hat zu einem Lehrtext geführt, bei dem wir auf eine breite Resonanz hoffen können.

Winner of the 2003 Isaac and Tamara Deutscher Memorial Prize This book rejects a commonplace of European history: that the treaties of Westphalia not only closed the Thirty Years' War but also inaugurated a new international order driven by the interaction of territorial sovereign states. Benno Teschke, through this thorough and incisive critique, argues that this is not the case. Domestic 'social property relations' shaped international relations in continental Europe down to 1789 and even beyond. The dynastic monarchies that ruled during this time differed from their medieval predecessors in degree and form of personalization, but not in underlying dynamic. 1648, therefore, is a false caesura in the history of international relations. For real change we must wait until relatively recent times and the development of modern states and true capitalism. In effect, it's not until governments are run impersonally, with no function other than the exercise of its monopoly on violence, that modern international relations are born.
