Empirische Studien zeigen, dass Currency-Boards in inflationären Ökonomien, die durch eine instabile Währung und eine vertrauensunwürdige Geldpolitik geprägt sind, umgehend monetäre Stabilisierung hervorrufen können. Da hohe Inflationsraten mit Wachstumsverlusten und realwirtschaftlichen Kosten verbunden sind, zielen Volkswirtschaften darauf ab, ihre Makroökonomie zu stabilisieren. In diesem Zusammenhang erhält die Wechselkurspolitik einen großen Stellenwert, da sie zentrales Element der Stabilitätspolitik ist und ohne monetäre Stabilität kein dauerhaftes Wachstum möglich ist. So führte die Rezession in Argentinien Ende der 1980er Jahre, die durch eine Hyperinflation und negative Wachstumsraten gekennzeichnet war, dazu, dass die Regierung im Jahre 1991 den „Currency-Board“ einführte. Durch die feste Bindung des Wechselkurses an den US-Dollar verlor die Zentralbank jedoch ihre geldpolitische Autonomie und somit die Kontrolle über die makroökonomische Entwicklung. Das monetäre System erwies sich als nicht souverän genug, um reale Wechselkursungleichgewichte auszugleichen und ökonomische Schocks zu absorbieren. Im Januar 2002 schließlich wurde der Peso abgewertet und das „Currency-Board“ aufgelöst. Das Buch analysiert, welche Vor- und Nachteile der „Currency-Board“ hat und welche Rolle dieser in der Wirtschaftskrise von Argentinien spielte.

Das Currency-Board stammt ursprunglich aus der Kolonialzeit und wurde erstmals 1849 in der damaligen britischen Kolonie Mauritius eingefuhrt. Empirische Studien zeigen, dass Currency-Boards in inflationaren Okonomien, die durch eine instabile Wahrung und eine vertrauensunwurdige Geldpolitik gepragt sind, umgehend monetare Stabilisierung hervorrufen konnen. Diese Eigenschaft macht sie gegenuber anderen Festkurssystemen uberlegen. Da hohe Inflationsraten mit Wachstumsverlusten und realwirtschaftlichen Kosten verbunden sind, zielen Volkswirtschaften darauf ab, ihre Makrookonomie zu stabilisieren. In diesem Zusammenhang erhalt die Wechselkurs- politik einen grossen Stellenwert, da sie zentrales Element der Stabilitatspolitik ist und ohne monetare Stabilitat kein dauerhaftes Wachstum moglich ist. So fuhrte die Rezession in Argentinien Ende der 1980er Jahre, die durch eine Hyperinflation und negative Wachstumsraten gekennzeichnet war, dazu, dass die Regierung im Jahre 1991 den Plan-Cavallo mit dem Currency-Board" als Kernbestandteil einfuhrte. Durch die Bindung der Landeswahrung an den stabilen US-Dollar sollte zum einen das Preisniveau stabilisiert und zum anderen das Vertrauen in die nationale Wahrung hergestellt werden. Der wesentliche Erfolg des Currency-Board" war, dass bis Mitte der 1990er Jahre die Inflationsrate auf unter 4% sank und durchschnittlich eine Wachstumsrate von 8% erzielt wurde. Die Inflationsbekampfung geschah jedoch zu hohen Kosten. Der Plan-Cavallo fuhrte zu einem Prozess der Auslandsverschuldung und scheiterte an der Unfa"

Stability of the monetary system means the achievement of three objectives: a fixed exchange rate system to alleviate the calculations for international trade, free capital movement to ensure the convertibility of currencies, and a monetary policy that can address independently domestic concerns like inflation or unemployment. Unfortunately, it is impossible to achieve all three objectives at the same time. This goal conflict is often called "triangle of impossibility" or "impossible trinity" in the international economics literature. If a country's decision is to fix the exchange rate to a selected currency, a currency board would be one of the possible instruments. In this essay, first there will be taken a short look at how a currency board works and what the political meanings and consequences are. Afterwards, a short analysis of the currency board-like system that has been installed in Argentina from 1991 to 2002 leads to the drawbacks and opportunities of currency boards.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history.
