In her study of the interactions between tools of urban sustainability governance in key cities, Lisa Pettibone argues that a new factor-sustainability-minded groups-may be critical to building momentum for sustainability. The book presents in-depth case studies of six cities in the USA and Germany: New York, Portland, Seattle, Berlin, Hamburg, and Heidelburg. Drawing on 75 interviews, document analysis, and a bilingual literature review, the book analyzes how sustainability is politically constructed in city strategic plans and sustainability indicators. The volume provides a comprehensive introduction to the principles of sustainability, discusses the key governance instruments relevant to urban sustainability, and delivers new empirical and theoretical material on their role in a sustainability transition. It concludes that despite the national-level differences, cities’ experiences in both countries are similar. Political sustainability at the city level differs in several important ways from academic principles of sustainability. Finally, it proposes that sustainability-minded groups may be a key link to connect urban sustainability in practice to theoretical concepts.

If planning is understood to be about the nature of place, about the way in which we use land, and about the physical expression of the ordering of society, then it becomes apparent that planning as an activity cannot possibly be divorced from the general cultural traditions that inform it. By adopting theoretical approaches from the fields of management studies, cultural studies and anthropology, and by using culture as an organising principle, this book develops an innovative framework which provides better insights into what culture is about, what the relations are between culture and planning and how culture influences planning practices. It introduces a 'culturised planning model', consisting of the analytical dimensions: 'planning artefacts', 'planning environment' and 'societal environment', with which to discover the unconscious routines and assumptions, emotions and meanings attached to planning systems and the different concepts used in spatial planning systematically. The model offers the possibility of uncovering cultural phenomena in spatial planning by providing relevant cultural dimensions and potential specifications and indicators which has not been the case so far. By comparing examples of German, Finnish and Greek planning habits, the book illustrates cultural influence in planning and provides the readership with a feedback between the micro (experiences of planners) and the macro level (institutional and social context) as well as a more systematic comparison based on cultural values, attitudes, norms and rules.

Folge sind kulturpolitische Strategien, welche Kultur als Standortfaktor in den Mittelpunkt rücken. Die Erzeugung kreativer Milieus und Bereitstellung eines breiten Angebots kultureller Konsummöglichkeiten ist Teil eines umfassenderen Konzepts, innerhalb dessen Kulturpolitik als Teil einer städtischen Markenpolitik und einer Marktlogiken folgenden Wirtschafts- und Stadtentwicklungspolitik angesehen wird. Das Regierungsprogramm 2004-2008 der christdemokratischen Regierung Hamburgs stellt ein Beispiel eines Stadtentwicklungskonzeptes dar, welches die Wirtschafts-, Sozial- und Kulturpolitik an einer allen übergeordneten Wettbewerbs- und Imagepolitik unter dem Leitbild der Wachsenden Stadt ausrichtet. In dieser Arbeit sollen die Leitgedanken dieses Programms und an einigen Beispielen Aspekte der Kultur- und Stadtentwicklungspolitik Hamburgs vorgestellt werden, um sie anschließend in das Creative City - Konzept Charles Landrys einzuordnen. Das Creative City - Konzept beschreibt eine neue Methode der strategischen Stadtplanung, nach der sich die Erzeugung kreativer Milieus und die daraus folgende Attraktivität einer Stadt gezielt beeinflussen lässt, und spiegelt sich teilweise in der Hamburger Kulturpolitik wider, wobei diese aber wichtige Aspekte vernachlässigt. Des Weiteren wird der Creative Class - Ansatz Richard Floridas vorgestellt, der ebenfalls in seiner Grundidee in der Hamburger Marketing-Strategie wieder zu erkennen ist. The governance structures in urban and regional development have undergone processes of transformation since the medieval period, resulting in them becoming increasingly decentralised, diversified, and centred about "middle-class values". An essential part was played by the initial concepts of land ownership and planned land use. These were then complemented by additional items from land taxation to the concepts that began to evolve during the 20th century, including diverse elements such as land economics and social responsibility. This volume concentrates on a diverse range of topics centering on the relationships between governance and the organization of entities within both urban and rural areas. The essays indicate that the development of systems of governance runs parallel to and reflects the indelible print humankind has made upon all forms of landscape. Over time various forms of governance evolved, but in the course of the last century they also became more accountable. Together this resulted in a continual process of evolving boundaries and territories, of political changes, and of the subsequent divisions between urban and rural areas as well as urban subdivisions. In addition to this complex mixture of land and spatial planning issues, we are faced today with rapidly changing demographic profiles across all of Europe – and not the least with the emerging awareness of how social responsibilities impact this issue. Even though this volume cannot provide all the answers to the many complex problems, together the essays present a stimulating, interdisciplinary approach that challenges conventional thoughts in European land and spatial planning.
