Soeben hat die Bundesrepublik einen konjunkturellen Tiefpunkt hinter sich ge bracht, der sich von den gewohnten Abschwüngen der letzten fünfundzwanzig Jahre deutlich unterschied. War für die Konjunkturentwicklung in der Zeit seit der Gründung der Bundesrepublik charakteristisch, daß wir es stets mit Wachs tumskrisen, also lediglich mit einer unterschiedlichen Zunahme des Wirtschafts wachstums - zu tun hatten, erlebten wir 1975 wie vorher nur 1967 eine Ab nahme der Wirtschaftstätigkeit. Absolute Abnahme des Bruttosozialprodukts, Abnahme der Investitionstätigkeit und spürbare Zunahme der Arbeitslosigkeit sind die hervorstechenden Merkmale jener Kriesenerscheinungen, die die Wirt schaftswissenschaft mit dem Namen "Depression" belegt. Abnahme der Wirtschaftstätigkeit und Zunahme der Arbeitslosigkeit - hinter solchen statistischen Kennzeichnungen stehen die Ängste und Nöte vieler Einzel menschen. Mit Angst kann man Politik machen. Mit wirtschaftlicher Angst um so mehr, als es hier für den einzelnen um eine Existenzfrage geht. Der Untergang der Weimarer Republik ist ein warnendes Beispiel. Zwar kann man ihr Ende nicht einfach monokausal als eine Folge der Weltwirtschaftskrise betrachten. Immerllin aber haben es Hitler und seine Partei verstanden, wirtschaftliche Existenzängste für sich auszuschlachten. Furcht vor dem wirtschaftlichen Ruin und Furcht vor Arbeitslosigkeit trieb die davon Betroffenen denen in die Arme, die sich anheischig machten, ihnen das für sie Unfaßliche zu deuten, und die es verstanden, ihre Aggressionen auf Sündenböcke zu lenken und bessere Zukunft zu versprechen.
