Wahlkampf und Wählerentscheidung sind von hervorragender Bedeutung für den politischen Prozeß in der modernen pluralitären Demokratie. Die politikwissen schaftliche Forschung hat diesem Gegenstand daher seit einigen Jahrzehnten eine erhöhte Aufmerksamkeit zugewandt. Angeregt von ausländischen Untersuchungen ist auch in Deutschland in den vergangenen 15 Jahren eine Reihe von Wahlanalysen vorgelegt worden. So hat auch das Institut für politische Wissenschaft an der Freien Universität Berlin mehrere Wahlstudien veröffentlicht. Das von Stephanie Münke in Zusammenarbeit mit A. R. L. Gurland verfaßte Buch Wahlkampf und Macht verschiebung - Geschichte und Analyse der Berliner Wahlen vom 3. Dezember 1950 ist aus dem ersten von diesem Institut überhaupt durchgeführten Forschungsvor haben entstanden. Das Institut ist weiterhin mit einer Untersuchung der Bundes tagswahlen von 1953 (Wolfgang Hirsch-Weber, Klaus Schütz et al. Wähler und Gewählte) an die öffentlichkeit getreten. Gemeinsam mit K. L. Shell hat der Ver fasser des vorliegenden Buches überdies im Auftrag des Instituts in einer Studie über Die Berliner Wahl vom 7. Dezember 1958 den Versuch unternommen, zu klären, inwieweit das sowjetische Ultimatum vom November 1958 den Ausgang der Wahl beeinflußt hat. Als langjähriger Mitarbeiter des Berliner Instituts für politische Wissenschaft ist Nils Diederich mit der Problematik der Anlage und der Durchführung von Wahl analysen vertraut. Angeregt durch die Forschungen des Instituts hat er sich ein gehend mit den in verschiedenen Ländern publizierten Wahluntersuchungen und den kritischen Beiträgen zur Wahlforschung befaßt. This is a study in the reestablishment of de mocratic party politics in divided and occupied Germany after the downfall of the National Socialist tyranny. Its subject is the growth of the Christian Democratic Union and the rise to power of its leader, Konrad Adenauer. Closely associated with the success of the German Federal Republic in achieving prosperity, political and military power and the status of an ally of the Western powers, the CDU has yet been the subject of widely varying evaluations. Like the regime with which it is associated, it suffers from the fact that for many observers admiration for some German post-war achievements is mixed with residual distrust and skepticism. In addition, understanding of the CDU has been handicapped by confused images of the forces it represents, lack of knowledge about its internal organization, and the overwhelming position which its leader has achieved in recent years. To observers both in Germany and abroad the dominant Chancellor and party leader appears to overshadow both party and government with the result that the 1950'S, the vital period of German reconstruction, has already been labelled the Adenauer Decade.

On November 15, 1959, an extraordinary conference of the German Social Democratic Party adopted a new program, one which departed abruptly from the party's ninety-year tradition. One year later, on November 25, 1960, the party conference in regular session applauded the party's new "team," a group of personable candidates headed by Willy Brandt. In the fall of 1961, this team, with Brandt as chancellor candidate, led the SPD in a campaign based on the most modern techniques, many copied frankly from the American presidential campaign of the previous year. This three-fold change of program, leadership, and style was unlike any other in the party's long evolution. I t was the culmination of a conscious effort to adapt the party to chang ing times, an effort, in short, to modernize socialism. This development is of obvious interest to the observer of postwar West German politics. The SPD, oldest and formerly strongest of the German political parties, after 1949 became the second party in an essentially three-party system. As such it assumed the unhappy role of apparently perpetual opposition. Its escape from the role would depend to a large extent on the appeal of the new package offered the German voter. The success or failure of the party's effort of modern ization would thus greatly affect the subsequent course of German politics.
