Union und SPD verlieren in der Gesamtschau schon seit Jahren immer mehr Mitglieder und Wählerstimmen. Dagegen werden die kleinen Parteien FDP, Bündnis 90/Die Grünen und Die Linke immer stärker. Die Letzteren scheinen das verlorengehende Vertrauen in die ehemals großen Volksparteien aufzunehmen. Doch die Bundestagswahl 2009 und besonders die Zeit danach haben die weiterführenden Auswirkungen dieses Prozesses sichtbar gemacht. Denn das entgegengebrachte Vertrauen der Wähler in die FDP, das bei der Bundestagswahl 2009 mit 14,6 Prozent der Zweitstimmen ungewöhnlich hoch war, und damit das schon bekannte Phänomen der Wanderung des Vertrauens von den Volksparteien zu den „Kleinen“ deutlich wie nie zuvor zu bestätigen vermochte, hat sich in der kurzen Zeit danach bis zur Landtagswahl in Nordrhein-Westfalen im Mai 2010 und darüber hinaus extrem verflüchtigt. Allein von einer Krise der Volksparteien zu sprechen reicht deshalb wohl endgültig nicht mehr aus. Die Wirkung einer Krise der politischen Repräsentation auf das gesamte Parteienspektrum scheint nun empirisch nachweisbar zu sein. Denn nicht nur die etablierten Parteien sind betroffen. Mit dem Aufkommen einer neuen politischen Bewegung – der Piratenpartei – kommt auch bei der Mobilisierung einer vermeintlich schwierig zu repräsentierenden Wählergruppe, nämlich den Erstwählern und sehr jungen Wahlberechtigten, ein neuer Aspekt ans Licht. Mit einem spezifischen Thema – dem Internet –, das von den etablierten Parteien weitgehend nicht auf die politische Agenda gesetzt wird oder dort nur unter völlig anderen Vorzeichen bearbeitet wird, wurde in kurzer Zeit eine beachtliche Mobilisierung erreicht. Es gibt also unter den kleinen Parteien neue Potentiale für eine weitere Ausdifferenzierung unseres bundesdeutschen Parteiensystems. Nun wurden und werden in der Wissenschaft viele Modelle diskutiert, die die Veränderungen im politischen Feld erklären sollen. Sie reichen von der Theorie einer völligen Bindungslosigkeit und Unabhängigkeit der Wähler über einen Wandel eben jener Bedingungen der Gebundenheit bis zum Festhalten an statischen Konfliktlienen und Zugehörigkeiten. Ich möchte auf einige dieser Theorien näher eingehen, um in diesem Kontext die beiden aktuellen Phänomene der FDP und der Piratenpartei näher zu betrachten.
