Excerpt from The War Its Practical Lessons to Democracy: A Paper Read Before the National Municipal League at a Conference Held in Detroit, November 22, 1917 While this address deals with problems of public business, the underlying principles discussed are those which should be kept constantly in mind, both by the management and those who benefit by the efficient management of enterprise. In fact, a standard textbook on the subject of "Management" could be written around what, in this, are called the five essentials of success in the struggle of Democracy to survive, namely: - A strong, intelligent leadership. A well-disciplined line organization. A well-trained staff organization. A regularly constituted forum for independent inquiry and discussion of results and proposals, and for the determination of questions of policy. A prompt and effective means of electoral control. Every competitor of business is in a struggle to survive. We do not call it war, but failure to compete means that it would be wiped out as surely as would France by the success of Prussian Autocracy. Substitute the owner or stock-holder for elector and the public, and the foregoing may be accepted as the five essentials of the successful management of a great industry or any number of them. Developing several of the arguments of his pioneering History and Philosophy of the Social Sciences Peter T. Manicas here interrogates the historical meanings of ′war′ and ′democracy′, and traces the pattern of their interconnections within a variety of exemplary contexts, including ancient Greece, renaissance Italy, revolutionary America, France and Russia, and Weimar Germany. In both Europe and North America, populist movements have shattered existing party systems and thrown governments into turmoil. The embattled establishment claims that these populist insurgencies seek to overthrow liberal democracy. The truth is no less alarming but is more complex: Western democracies are being torn apart by a new class war. In this controversial and groundbreaking new analysis, Michael Lind, one of America’s leading thinkers, debunks the idea that the insurgencies are primarily the result of bigotry, traces how the breakdown of mid-century class compromises between business and labor led to the conflict, and reveals the real battle lines. On one side is the managerial overclass—the university-credentialed elite that clusters in high-income hubs and dominates government, the economy and the culture. On the other side is the working class of the low-density heartlands—mostly, but not exclusively, native and white. The two classes clash over immigration, trade, the environment, and social values, and the managerial class has had the upper hand. As a result of the half-century decline of the institutions that once empowered the working class, power has shifted to the institutions the overclass controls: corporations, executive and judicial branches, universities, and the media. The class war can resolve in one of three ways: • The triumph of the overclass, resulting in a high-tech caste system. • The empowerment of populist, resulting in no constructive reforms • A class compromise that provides the working class with real power Lind argues that Western democracies must incorporate working-class majorities of all races, ethnicities, and creeds into decision making in politics, the economy, and culture. Henderson (political science, Wayne State U.) uses the same basic research design of the democratic peace proposition (DPP)--which contends that democracies rarely fight each other, are generally more peaceful than nondemocracies, and rarely experience civil war--to challenge the validity of the DPP. His results indicate that democracy is not significantly associated with a decreased likelihood of international war, militarized disputes, or civil wars in postcolonial states. He finds that in war between states and nonstate actors, such as colonial and imperial wars, democracies in general are less likely but Western states, specifically, are more likely to become involved in this type of "extrastate" war.
