From the very beginnings of torpedo craft, all naval powers have seen the occasional need for larger, more powerful or in other respects special designs that stand outside the contemporary norms for flotilla craft. The driving forces were often different from country to country and varied over time, but all the resulting ships may be conveniently defined as 'super destroyers'. Super Destroyers is a history of these out-of-the-ordinary vessels, the specific conditions that produced them, and their impact on naval warfare, especially during the two world wars. Notable highlights of this story include the introduction of 'destroyer leaders' during the Great War, the Japanese 'Special type' of the late 1920s, the British 'Tribal' class, German 'Narviks', and the interwar Franco-Italian rivalry that produced some of the fastest of all super destroyers. By the end of the World War II only the largest designs seemed adequate, so although built in quantity the U.S. Gearing class were effectively super destroyers by the standards of the day and pointed the way to the future. The nation is faced, currently and for the foreseeable future, with a multitude of military challenges that are unlike any seen in recent history. The enemy is diverse, not easily recognizable, and operates in atypical ways. These assymetic threats have the ability to do great harm to our maritime forces and infrastructure, and the Navy must have the ability to address and defeat them in support of national Defense objectives, while continuing to execute its traditional roles. Unmanned systems have the potential, and in some cases the demonstrated ability, to reduce risk to manned forces, to provide the force multiplication necessary to accomplish our missions, to perform tasks which manned vehicles cannot, and to do so in a way that is affordable to the nation. The Unmanned Surface Vehicle (USV) Master Plan was chartered by the Program Executive Officer for Littoral and Mine Warfare (PEO (LMW)). It provides the guide for USV development to effectively meet the Navy's strategic planning and Fleet objectives and the force transformation goals of the Department of Defense (DoD)to the year 2020. Plan development was built on the results from Workshops conducted at the Naval War College and the Fleet ASW Training Center in late 2004 and early 2006, respectively, with major analysis, synthesis, and development efforts being conducted by a USV Master Plan Core Team.

Stealth or (low-observable) technology is currently being incorporated into many new and existing classes of surface warships. This effort to reduce the ship's radar cross section (RCS) is aimed primarily at improving survivability against radar homing, anti-ship cruise missiles (ASCMs). Stealth warships offer potential advantages (and disadvantages) for the operational decision makers in how they employ these ships in the execution of the National Military Strategy. This paper explores the capabilities and limitations of current efforts to employ stealth in surface ships and discusses how a warship with a much reduced RCS might better execute various naval missions. It was found that actual stealth performance data is highly classified, but much open source literature is available which addresses the technical concepts of stealth. In theory stealth, when employed with chaff decoys, has the potential to enhance surface warship defenses against present generation ASCMs. With the proliferation of modern ASCMs to the Third World, stealth warships with an 'improved' soft kill capability are better suited to conduct various sea control, power projection and crisis response missions than their non-stealth counterparts.

This study addresses how an alternate surface fleet comprised of aircraft carriers (CVNs), guided missile destroyers (DDGs), and enhanced San Antonio class amphibious transport dock ships (eLPD 17s) of an "equal replacement procurement cost" compare in 14 measures of capabilities to the planned 2040 U.S. fleet, and how the two fleets compare in Asian Pacific Theater operations. The estimated procurement costs for the proposed eLPD 17 class ship and for the Navy's planned 2040 fleet, and the composition of the equal procurement cost alternate fleet, The Advanced Surface Force Fleet, are determined. The two fleets are then compared using three different matrices: 14 measures of capabilities, the capability to conduct humanitarian assistance and disaster relief operations, and the capability to defeat an adversary in a maritime conflict. The Advanced Surface Force Fleet has more offensive capability than the Navy's planned 2040 fleet. Furthermore, the eLPD 17 provides the Navy with an amphibious ship that can act autonomously in contested environments, with more surface ships that have offensive capability, and with a warship that can perform conventional surface combatant roles while maintaining the ability to perform traditional amphibious lift capabilities.Within any fiscal environment, political and naval leaders have the obligation to ensure taxpayers' dollars are being spent efficiently. As defense leaders prepare for future challenges and threats, they assess the ability of current and future planned naval forces to execute required and potential missions. These assessments lead to programs that support platform acquisition plans, modify them, or add new ones. Force structure is created in this manner, with the naval vessel construction plan being a central pillar. Naval leaders have provided Congress with their naval vessel construction plan; however, as is seen later in this chapter, others have suggested alternative solutions.1 Several have proposed alternative naval force structures, but none have suggested simplifying the surface combatant and amphibious forces to only three ship classes. This study focuses on a new alternative force structure that does just that. Specifically, it addresses how an alternative surface fleet comprised of aircraft carriers (CVNs), guided missile destroyers (DDGs), and enhanced San Antonio class amphibious transport dock ships (eLPD 17s) of an "equal replacement procurement cost" compare in 14 measures of capabilities--to include offensive capability, U.S. Navy (USN) and Marine Corps (USMC) integration, and operating costs--to the planned 2040 United States (U.S.) fleet, and how the proposed fleet may fare in East Asia naval operations.
