Sie sollen wahrheitsgemäß, umfassend und ausgewogen informieren, einen pluralen Meinungsmarkt herstellen und damit den Meinungs- und Willensbildungsprozess der Bürger in Gang setzen. Es muss daher das erklärte Ziel der Medien sein, die Bürger zu befähigen, etwas zu sehen, zu wissen und zu verstehen. Erst dann tragen Medien dazu bei, die Gesellschaft „aufzuklären“. An einen aufklärerischen Journalismus stellt daher z.B. das ZDF folgende Anforderungen: Er soll u.a. den Zuschauer objektiv informieren, zum kritischen Denken ermutigen und zum Gespräch anregen sowie die eigene Urteilsbildung des Zuschauers ermöglichen. Doch können die Medien, insbesondere das Fernsehen, dieser Aufgabe noch gerecht werden? Werden der „objektive Überblick über das Weltgeschehen“ (ZDF Schriftenreihe 1992: 44), Wahrheitstreue und Sachlichkeit nicht vielmehr durch mediengerechte Inszenierung von Politik und durch ökonomische Zwänge in den Hintergrund gedrängt? Dieses Buch soll einen theoretischen Überblick darüber geben, was die Aufklärung im Fernsehen behindert. Aufgrund der Fülle verschiedener Aspekte im Bereich Politik beschränkt sich die Betrachtung auf die Beziehungen zwischen Journalisten und Politiker sowie auf die politische Öffentlichkeitsarbeit. Im zweiten Kapitel wird näher auf die wirtschaftlichen Zwänge eingegangen, welche der Aufklärung durch das Fernsehen entgegenstehen können. Im Anschluss daran befasst sich Kapitel drei mit dem Spezialfall Krieg und seine Auswirkungen auf die journalistische Arbeit.
