This book examines the use of concepts – specifically ‘weapons of mass destruction’ (WMD) – in US foreign policy discourse. Current analysis of WMD definition has made headway into identifying the repercussions that the conceptual conflation of such diverse weapons – typically understood as a reference to nuclear, biological and chemical weapons – has for international security. While the concept assumes these weapons are ‘equal’, the vast disparity between them, and their disparity from the conventional weapons from which they are supposedly distinct, means this approach is seen as unreflective of reality, causing miscalculations in security policy. Not least, this has highlighted that the issue of WMD definition is a priority concern where this has direct implications for strategy. In contrast, Weapons of Mass Destruction and US Foreign Policy argues that this approach does not accurately portray conceptual meaning, particularly where it overlooks how political language is constructed. In demonstrating this, the book presents a conceptual history of WMD detailing how this has been defined and used since its emergence into political discourse c.1945. Specifically, it argues that definition is an inherently strategic act; policymakers have deliberately included (or excluded) certain weapons and threats from the classification in order to shape foreign policy dialogues. As such, understanding the WMD concept is not a search for a single interpretation, but an analysis that seeks to comprehend what the concept means at any given time, especially where this relates to the political circumstances of its use. By identifying a variety of ways in which WMD has been defined, the book constructs a dynamic view of conceptual meaning that recognises and, more importantly explains, the inherent diversity in interpretation as the consequence of epistemic and institutional context and the strategic response of policymakers. This book will be of much interest to students of Weapons of Mass Destruction, US foreign and security policy, security studies, political narratives and IR.

In the wake of the September 11, 2001, al-Qaeda terrorist attacks on the United States, the U.S. Government declared a global war on terrorism (GWOT). The nature and parameters of that war, however, remain frustratingly unclear. The administration has postulated a multiplicity of enemies, including rogue states; weapons of mass destruction (WMD) proliferators; terrorist organizations of global, regional, and national scope; and terrorism itself. It also seems to have conflated them into a monolithic threat, and in so doing has subordinated strategic clarity to the moral clarity it strives for in foreign policy and may have set the United States on a course of open-ended and gratuitous conflict with states and nonstate entities that pose no serious threat to the United States. Of particular concern has been the conflation of al-Qaeda and Saddam Hussein's Iraq as a single, undifferentiated terrorist threat. This was a strategic error of the first order because it ignored critical differences between the two in character, threat level, and susceptibility to U.S. deterrence and military action. The result has been an unnecessary preventive war of choice against a deterred Iraq that has created a new front in the Middle East for Islamic terrorism and diverted attention and resources away from securing the American homeland against further assault by an undeterrable al-Qaeda. The war against Iraq was not integral to the GWOT, but rather a detour from it. Additionally, most of the GWOT's declared objectives, which include the destruction of al-Qaeda and other transnational terrorist organizations, the transformation of Iraq into a prosperous, stable democracy, the democratization of the rest of the autocratic Middle East, the eradication of terrorism as a means of irregular warfare, and the (forcible, if necessary) termination of WMD proliferation to real and potential enemies worldwide, are unrealistic and condemn the United States to a hopeless quest for absolute security. As such, the GWOT's goals are also politically, fiscally, and militarily unsustainable. Accordingly, the GWOT must be recalibrated to conform to concrete U.S. security interests and the limits of American power. The specific measures required include deconflation of the threat; substitution of credible deterrence for preventive war as the primary vehicle for dealing with rogue states seeking WMD; refocus of the GWOT fi rst and foremost on al-Qaeda, its allies, and homeland security; preparation to settle in Iraq for stability over democracy (if the choice is forced upon us) and for international rather than U.S. responsibility for Iraq's future; and finally, a reassessment of U.S. military force levels, especially ground force levels. The GWOT as it has so far been defined and conducted is strategically unfocused, promises much more than it can deliver, and threatens to dissipate scarce U.S. military and other means over too many ends. It violates the fundamental strategic principles of discrimination and concentration.

Throughout history and especially during contemporary times, presidential rhetoric sets the foreign policy tone not only for Congress but mainly for the American public. Consequently, US foreign policy is actively marketed and spun to the American public. This book describes the marketing strategy of the War on Terror and how that strategy compelled public opinion towards supporting the spread of the War on Terror from Afghanistan to Iraq. The author investigates how President George W. Bush's initial framing of the September 11th attacks provided the platform for the creation of long term public support for the War on Terror and established early public support for U.S. action in Iraq. Mining public opinion data and nearly 1500 presidential speeches over a four year period, the book argues that presidential framing of threats and losses, not gains, contributed to public support for war in Afghanistan, war in Iraq, and President Bush's successful reelection campaign. President Bush's initial framing of the terrorist threat was introduced immediately after the September 11th attacks and reinforced throughout the Afghanistan invasion. During this time period, presidential threat framing established the broad parameters for the War on Terror and enabled the president to successfully market a punitive war in Afghanistan. Second, the president marketed the strategy of preemptive war and led the country into the more costly war in Iraq by focusing on the potentially global threat of terrorism and the proliferation of Weapons of Mass Destruction. President Bush's previous war rhetoric was repackaged into a leaner, more focused format in which the Iraq war became part of the War on Terror, resulting in increased support for the president and a successful reelection campaign. Finally, the author examines the withdraw vs. surge in Iraq debate bringing the book up to date. The book shows the influencing potential of presidential spin and of risky foreign policy in the Middle East, and presents a systematic analysis of how a president effectively pursued a marketing strategy that continues to show an enduring ability to influence public support. Even two years after the Iraq invasion, 52% of Americans believed that the U.S. should stay in Iraq until it is stabilized. This finding bypasses agenda setting explanations, which prescribes issue salience amongst the public for only one year. The large speech database available with the study will also be an added benefit to scholars seeking to teach undergraduate and graduate level qualitative research methods.
