Combating weapons of mass destruction (CWMD) and their means of delivery is one of the greatest challenges the United States (US) faces. Weapons of mass destruction (WMD) have the potential to severely disrupt and damage the United States, its forces, allies, multinational partners, and other friendly nations. It is important for commanders and their staffs to keep the perspective that WMD is not an adversary, but a capability an adversary can use. Adversaries may use WMD as a tool to inflict casualties on civilian populations, degrade the instruments of our national power, or to counter US military superiority. CWMD is a global mission crossing geographic areas of responsibility (AORs) boundaries, requires an integrated and synchronized effort, and requires numerous interagency and multinational partners for effective mission accomplishment. Rather than a discrete, specialized mission, CWMD requires a continuous campaign conducted and supported by the entire United States Government (USG). CWMD actions are conducted across the range of military operations and DOD will often be acting in support of another lead agency, or even supporting a multinational effort. The National Security Strategy (NSS) of the United States of America identifies as an essential task to prevent our enemies from threatening us, our allies, and our friends with weapons of mass destruction for ensuring national security. The United States advances this strategy through strengthened alliances, the establishment of new partnerships, proactive counterproliferation (CP) efforts, modern technologies, and increased emphasis on intelligence collection and analysis. The National Strategy to Combat Weapons of Mass Destruction (NS-CWMD) provides additional guidance concerning CWMD: nonproliferation (NP), CP, and WMD consequence management (CM), as highlighted in the NSS, and introduces the construct of the three pillars which provides a common framework for the interagency conduct of CWMD activities. The National Military Strategy to Combat Weapons of Mass Destruction (NMS-CWMD) provides Department of Defense (DOD) components with guidance and a strategic framework for CWMD. The NMS-CWMD uses an ends, ways, and means approach to planning, executing, resourcing, and emphasizes those CWMD missions in which the military plays a prominent role. It defines strategic end states, strategic enablers, military strategic objectives, and eight military mission areas (MMAs) the Armed Forces of the United States may be called upon to perform.

Guiding Principles Six guiding principles underpin the National Military Strategy to Combat WMD. These principles should be used as a foundation for the development of all combating WMD concepts of operations and plans. Active, Layered, Defense-in-Depth. In order to protect the United States and defeat aggressors, the U.S. Armed Forces must establish an active defense. The U.S. Armed Forces will focus military planning, posture, operations, and capabilities, in accordance with mission essential tasks, on the active, forward and layered defense of our nation, our allies, partners, and interests. Situational Awareness and Integrated Command and Control. The decision to employ specialized combating WMD capabilities for simultaneous operations demands a highly flexible and adaptive command and control process informed by timely, credible, and actionable intelligence. Global Force Management. Any combating WMD capabilities we develop in the future must be visible to combatant command planners and include responsive and agile forces that can be rapidly task organized and equipped to accomplish assigned missions. Capabilities-Based Planning. We must plan for and develop capabilities that could be employed against a range of threats and associated capabilities while balancing the requirements for targeted strategies against known proliferators. Effects-Based Approach. We will use an effects-based approach in planning, execution, and assessments to achieve efficient results and reduce risk to mission and campaign objectives, as well as to our combating WMD-related resources. Assurance. Where possible, we will encourage action by like-minded States, work with our international allies, partners, and operate through regional States to combat WMD actively.

This book examines the use of concepts – specifically ‘weapons of mass destruction’ (WMD) – in US foreign policy discourse. Current analysis of WMD definition has made headway into identifying the repercussions that the conceptual conflation of such diverse weapons – typically understood as a reference to nuclear, biological and chemical weapons – has for international security. While the concept assumes these weapons are ‘equal’, the vast disparity between them, and their disparity from the conventional weapons from which they are supposedly distinct, means this approach is seen as unreflective of reality, causing miscalculations in security policy. Not least, this has highlighted that the issue of WMD definition is a priority concern where this has direct implications for strategy. In contrast, Weapons of Mass Destruction and US Foreign Policy argues that this approach does not accurately portray conceptual meaning, particularly where it overlooks how political language is constructed. In demonstrating this, the book presents a conceptual history of WMD detailing how this has been defined and used since its emergence into political discourse c.1945. Specifically, it argues that definition is an inherently strategic act; policymakers have deliberately included (or excluded) certain weapons and threats from the classification in order to shape foreign policy dialogues. As such, understanding the WMD concept is not a search for a single interpretation, but an analysis that seeks to comprehend what the concept means at any given time, especially where this relates to the political circumstances of its use. By identifying a variety of ways in which WMD has been defined, the book constructs a dynamic view of conceptual meaning that recognises and, more importantly explains, the inherent diversity in interpretation as the consequence of epistemic and institutional context and the strategic response of policymakers. The United States has entered the twenty-first century as the preeminent world power and possesses an unparalleled capability to influence the international community. With this power comes the responsibility to equitably establish an environment of international cooperation and freedom. Unfortunately, there are nations and organizations that view the efforts of the United States negatively, and are willing to actively oppose them. Since these nations and organizations are unable to confront the United States on a peer competitor basis, they may turn to asymmetric means to leverage their position. As the proliferation of key technologies and resources continues, it is likely that these nations and organizations will gain access to weapons of mass destruction (WMD) and may employ them to achieve their objectives. Within this new environment, it is imperative that the United States empower Combatant Commanders of unified geographic commands with the tools necessary to deter the use of WMD in their areas of responsibility. Although the Joint Strategic Capabilities Plan (JSCP) offers examples of Flexible Deterrent Options (FDOs), some related to WMD, these FDOs do not provide a viable planning construct to prevent the use of WMD. A customized planning construct should be developed within a simple framework to address the WMD threat so that Combatant Commanders can develop early responses to prevent the use of WMD within their geographic theaters. Due to the increasing number of nations that have the ability to employ WMD, it is essential that this framework be adaptable to specific areas of responsibility and their associated threats. An analysis of the Iraqi threat within the Central Command (CENTCOM) area of responsibility will be used to illustrate the utility of a versatile WMD deterrence framework. The appendix provides examples of military, diplomatic, economic, and information FDOs for WPD deterrence. (29 refs.).
