It is our great pleasure to welcome you to the 10th ACM Conference on Web Science, Amsterdam, 27-30 May 2018. This year's edition of the WebSci conference (WebSci'18) celebrates the ten year anniversary of the unique conference series where a multitude of disciplines converge in a creative and critical dialogue with the aim of understanding the Web and its impacts. The WebSci conference brings together researchers from multiple disciplines, like computer science, sociology, economics, information science, anthropology and psychology. Web Science is the emergent study of the people and technologies, applications, processes and practices that shape and are shaped by the World Wide Web. Web Science aims to draw together theories, methods and findings from across academic disciplines, and to collaborate with industry, business, government and civil society, to develop our knowledge and understanding of the Web: the largest socio-technical network in human history. This year we were very pleased to receive 113 submissions for the regular research track. Given the high quality of submissions, it has been a hard job to decide which of the contributions to select for the conference. We are grateful for the support of the Program Committee which consisted of 10 senior members and 35 regular members. All PC members worked hard, based on which we could select an interesting, varied, exciting program comprising 30 long and 15 short papers.

Social machines are a type of network connected by interactive digital devices made possible by the ubiquitous adoption of technologies such as the Internet, the smartphone, social media and the read/write World Wide Web, connecting people at scale to document situations, cooperate on tasks, exchange information, or even simply to play. Existing social processes may be scaled up, and new social processes enabled, to solve problems, augment reality, create new sources of value, and disrupt existing practice. This book considers what talents one would need to understand or build a social machine, describes the state of the art, and speculates on the future, from the perspective of the EPSRC project SOCIAM – The Theory and Practice of Social Machines. The aim is to develop a set of tools and techniques for investigating, constructing and facilitating social machines, to enable us to narrow down pragmatically what is becoming a wide space, by asking ‘when will it be valuable to use these methods on a sociotechnical system?’ The systems for which the use of these methods adds value are social machines in which there is rich person-to-person communication, and where a large proportion of the machine’s behaviour is constituted by human interaction.

In several countries, political parties are stepping up their digital presence in the online world. This creates opportunities for political parties to reach a wider potential audience or membership base. Digitalization has been an ongoing process in political parties across the globe, and the current pandemic is likely to accelerate this process. This Primer highlights some of the mechanisms that are being widely used and can be adopted by political parties to allow them to continue to function or operate in times of social distancing and other contexts where restrictions on social gatherings are being enforced. As we are confronted with public and academic anxieties about unprecedented changes, this book offers a different analytical prism through which these transformations can be explored. Claudia Aradau and Tobias Blanke develop conceptual and methodological tools to understand how algorithmic operations shape the government of self and other. They explore the emergence of algorithmic reason through rationalities, materializations, and interventions, and trace how algorithmic rationalities of decomposition, recomposition, and partitioning are materialized in the construction of dangerous others, the power of platforms, and the production of economic value.
