Das Buch schließt eine lang bestehende Forschungslücke und beleuchtet erstmalig umfassend die Entwicklung des Konzepts der "agrarischen Übervölkerung" und seine Anwendung auf Südosteuropa. Zu diesem Zweck wurden viele Quellen aus mehreren Ländern zum ersten Mal ausgewertet. Unter "agrarischer Übervölkerung" fassten Wissenschaftler damals fast alle sozioökonomischen Merkmale (u.a. traditionelle Agrarbewirtschaftung, niedrige Produktivität, hohe Geburtenrate) Jugoslawiens, Rumäniens und Bulgariens zusammen. Neben den untersuchten Wechselwirkungen mit anderen Diskursen (u.a. Geopolitik, Rassismus und Eugenik) arbeitet das Buch in einem Vergleich der vorgeschlagenen Maßnahmen zur Überwindung der "Übervölkerung" das enge Verhältnis von Wissenschaft und Politik heraus. Deutschsprachige Wissenschaftler legitimierten mit der "agrarischen Übervölkerung" der südosteuropäischen Länder deren Einbeziehung in einen von Deutschland dominierten Großwirtschaftsraum. Südosteuropäische Eliten argumentierten anhand des Überbevölkerungskonzepts hingegen ihre von Deutschland abgelehnten Industrialisierungsbestrebungen, während vorwiegend englischsprachige Autoren des Völkerbunds wiederum Wege präsentierten, größere Migrationsbewegungen von Ost nach West zu verhindern.
