Wie kann die Beschäftigung mit Religionen und nichtreligiösen Weltanschauungen zur interkulturellen Bildung an Europas Schulen beitragen? Eine wichtige Empfehlung des Ministerrats des Europarates (Empfehlung CM/Rec(2008)12) zur Dimension von Religionen und nichtreligiösen Überzeugungen in der interkulturellen Bildung) hat versucht, die Form und Ziele dieser Art von Bildungsarbeit zu erklären. Der Wegweiser geht hierin weiter: Er gibt Entscheidungsträgern, Schulen (sowohl Lehrkräften als auch Funktionsträgern und Schulleitungen) und Lehrkräfteausbildern praktische Hinweise zum Umgang mit den von der Empfehlung aufgeworfenen Fragen. Unter sorgfältiger Beachtung der Rückmeldungen von Bildungspolitikern, Lehrkräften und ihren Ausbildern aus den Mitgliedsstaaten des Europarates bietet der Wegweiser Unterstützung z.B. zur in diesem Feld verwendeten Fachterminologie; zur Entwicklung von Lehr- und Lernkompetenzen und der Verwendung unterschiedlicher didaktischer Ansätze; zur Schaffung eines „geschützten Raumes“ für den Dialog innerhalb der Lerngruppe; zur Unterstützung von Lernenden bei der Analyse medialer Repräsentationen von Religion; zur Thematisierung nichtreligiöser Weltanschauung neben religiösen Perspektiven; zum Umgang mit Menschenrechtsfragen im Zusammenhang mit Religion und Glaubensüberzeugungen; und zur Vernetzung von Schulen (auch solchen unterschiedlicher Art) untereinander und mit Gemeinschaften und Organisationen in ihrem Umfeld. Der Wegweiser ist kein Lehrplan und keine bildungspolitische Richtlinie. Er will Entscheidungsträgern, Schulen und Lehrkräfteausbildern in den Mitgliedsstaaten des Europarates und allen anderen interessierten Lesern das Werkzeug an die Hand geben, um sich eigenständig mit den Fragen auseinanderzusetzen, die die Interpretation der Empfehlung vor dem Hintergrund der Erfordernisse in verschiedenen Ländern aufwirft. Der Wegweiser ist das Ergebnis der Arbeit eines vom Europarat und dem Europäischen Wergeland Zentrum gemeinsam ins Leben gerufenen internationalen Expertengremiums und wurde im Auftrag dieses Gremiums durch Professor Robert Jackson verfasst.

In Britain alone, several thousand young Muslims are thought to be part of violent extremist networks. How did they become involved? What are the mechanisms and dynamics through which European Muslims join al-Qaeda and groups inspired by al-Qaeda? This paper explains the processes whereby European Muslims are recruited into the Islamist militant movement. It reveals that although overt recruitment has been driven underground, prisons and other ‘places of vulnerability’ are increasingly important alternatives. It explores the recruitment roles of radical imams, gateway organisations and activists, and highlights the kinds of message that facilitate the recruitment process. It also shows how the Internet has come to play an increasingly significant role. Neumann argues that there is little evidence of systematic, top-down jihadist recruitment in Europe. Rather, the activist leaders of cells increasingly drive the process. The paper explores possible options for European governments wishing to disrupt violent extremist networks, recognising that it will also be necessary to address some of the underlying risk factors that fuel jihadist recruitment. Ultimately, the major challenge for European states lies in constructing more inclusive societies in which the narratives of exclusion and grievance will not resonate to the benefit of recruiters to the extremist cause.
