​Die Zusammensetzung des Sicherheitsrates der Vereinten Nationen, der in seiner Struktur und Entscheidungsfindung der Machtverteilung nach dem Zweiten Weltkrieg entspricht, erscheint heute nicht mehr zeitgemäß. Nach 1990 geht die gestiegene Relevanz des Gremiums mit mangelnden Entscheidungs- und Mitspracherechten regionaler Akteure und „nichtinkludierter“ Großmächte einher. Diese Problematik betrifft insbesondere die europäische Zentralmacht Deutschland, welche nach dem Ost-West-Konflikt – ungeachtet der Ansprüche der Verbünden auf eine umfassende Partizipation bei den Auslandseinsätzen – im Sicherheitsregieren über eingeschränktere Mitentscheidungsrechte als die in den Rat eingeschlossenen Partnerstaaten verfügt. Ein zunehmendes Engagement für eine Reform des Gremiums unter den Regierungen Kohl und Schröder, jedoch auch die Versuche „privilegierter“ Akteure, den Status quo zu erhalten, verdeutlichen die Relevanz des höchsten VN-Gremiums sowie die der internationalen Politik inhärente Konfliktivität um Einfluss und Entscheidungsrechte. Eva Mareike Schmitt untersucht die Chancen Deutschlands hinsichtlich der Reform des Rates, die als Element der Neuen deutschen Außenpolitik im Fokus politikwissenschaftlicher Analysen steht, jedoch ebenfalls im Kontext des deutschen Grundinteresses an der Parität innerhalb des europäisch-atlantischen Konzertes zu sehen ist.
