Am Anfang dieses Projektes stand die positive Erfahrung, die das Institut fiir Demoskopie, Allensbach mit einer deutsch-italienischen Tagung zum Ver gleich der Werte beider L?nder in den achtziger Jahren gemacht hatte. Da mals, so berichtete Frau Elisabeth Noelle-Neumann im Rahmen ei ner Tagung des Deutsch-Franzosischen Instituts zum L?ndervergleich, h?tten empirische Sozialforscher gemeinsam mit Historikern und mit Sozialwissenschaftlern, die sich eher qualitativen Untersuchungsmethoden bedienten, die Ergebnisse der ersten Befragungswelle der Europ?ischen Wertestudie von 1981 analy siert und interpretiert. Dieser Zwei-L?nder-Vergleich habe Erkenntnisse ver mittelt, die weder reine L?nderstudien noch der h?ufig unternommene Viel L?nder-Vergleich mit neun und mehr L?ndern erbringen konnten. Daraus entstand die Idee einer vom Deutsch-Franzosischen Institut gemeinsam mit dem Institut fiir Demoskopie zu veranstaltenden Tagung, die sich auf?hnli che Weise im Rahmen eines deutsch-franzosischen Kolloquiums einem Vergleich der Nachbarn am Rhein im Hinblick auf die jeweils dominanten Wertemuster, ihre?hnlichkeiten und Unterschiede, ihre historischen Pr? gungen und aktuellen Wandlungen widmen sollte. Dank der finanziellen Unterstiitzung der Robert Bosch Stiftung konnte eine solche Tagung im September 1994 in Ludwigsburg durchgefiihrt wer den, wobei auch die Ergebnisse der zweiten Umfragewelle der Europ?ischen Wertestudie von 1990 in die Betrachtung mit einbezogen werden konnten. Ein Jahr sp?ter wurde eine Weiterfinanzierung dieses Projektes von der Ro bert Bosch Stiftung bewilligt, die eine Vertiefung des deutsch-franzosischen Gedankenaustauschs im Rahmen kleiner Arbeitsgruppen zu den Themen komplexen "Arbeitswerte", "Familienwerte", "Religi6se Orientierungen" und "Politische Werte" sowie die Publikation der Ergebnisse ermoglicht hat

How do France and Germany compare in the world of participatory political communities? This volume sets out an impressive historical, theoretical and institutional framework for a comprehensive, comparative and empirical analysis of the forms, patterns, trends and determinants of citizen participation in two of Europe's largest democracies. Written by an international team of political scientists, it starts with an outline of the participatory traditions in both countries before turning to the theoretical foundations of empirical research regarding the role of political participation in modern democracies. It provides an overview of how the perception of political participation has changed over the years and the forms of both conventional participation, particularly with regard to electoral participation, and unconventional participation like protest and other new forms of citizen involvement are analysed in detail. Exploring new approaches in participation research, social participation is seen as not just correlating with political participation, but as a specific form of civic engagement in itself. A broad range of activities, such as electoral and party related participation, political protest, participation in voluntary associations, voting in referenda and taking part in dialogue-orientated participatory activities is examined and the analysis identifies which societal, institutional and cultural factors account for the differences and similarities between the two countries.
