"Amendment 2 revises part of the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species (HMS FMP) to ensure that it is consistent with guidelines to meet the objectives of the revised National Standard 1 Guideline in order to more effectively prevent overfishing and rebuild overfished stocks, or stocks that may become overfished. The Amendment will, among other things, reclassify stocks in the HMS FMP, including management unit species and monitored species; apply the international exception to all management unit species for setting annual catch limits per the revised NS 1 Guideline; and modify the process for revising numerical estimates of maximum sustainable yield, optimal yield, and status determination criteria. These actions in combination will not principally impact the extent or the manner in which HMS FMP fisheries are currently carried out. As a result, no significant impacts are anticipated"--Cover letter; Portfolio comprised of three related PDF documents digitized and organized by: NOAA Office of Program Planning and Integration (PPI) National Environmental Policy Act (NEPA) staff.

The Law Library presents the complete text of the Fisheries Off West Coast States - West Coast Salmon Fisheries - Management Measures (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 Through this final rule NMFS establishes fishery management measures for the 2015 ocean salmon fisheries off Washington, Oregon, and California and the 2016 salmon seasons opening earlier than May 1, 2016. Specific fishery management measures vary by fishery and by area. The measures establish fishing areas, seasons, quotas, legal gear, recreational fishing days and catch limits, possession and landing restrictions, and minimum lengths for salmon taken in the U.S. exclusive economic zone (EEZ) (3-200 NM) off Washington, Oregon, and California. The management measures are intended to prevent overfishing and to apportion the ocean harvest equitably among treaty Indian, non-treaty commercial, and recreational fisheries. The measures are also intended to allow a portion of the salmon runs to escape the ocean fisheries in order to provide for spawning escapement and inside fisheries (fisheries occurring in state internal waters). This document also announces the availability of an environmental assessment (EA) that analyzes the environmental impacts of implementing the 2015 ocean salmon management measures. This ebook contains: - The complete text of the Fisheries Off West Coast States - West Coast Salmon Fisheries - Management Measures (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition) - A dynamic table of content linking to each section - A table of contents in introduction presenting a general overview of the structure

The Law Library presents the complete text of the Fisheries Off West Coast States - West Coast Salmon Fisheries - Amendment 16 to the Salmon Fishery Management Plan (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 NMFS issues a final rule under authority of the Magnuson-Stevens Fishery Conservation and Management Act (MSA) to implement Amendment 16 to the Pacific Coast Salmon Fishery Management Plan for Commercial and Recreational Salmon Fisheries off the Coasts of Washington, Oregon, and California (Salmon FMP). NMFS approved Amendment 16 on December 16, 2011. This final rule implements components of Amendment 16 that bring the Salmon FMP into compliance with the MSA as amended in 2007, and the corresponding revised National Standard 1 Guidelines (NS1Gs) to end and prevent overfishing. Amendment 16 identifies stocks that are in the fishery, establishes status determination criteria (SDC), and specifies overfishing limits (OFLs), acceptable biological catch (ABC), and annual catch limits (ACLs). Amendment 16 also includes "de minimis" fishing provisions that allow for low levels of fishing impacts on stocks that are at low levels of abundance. The Law Library presents the complete text of the Fisheries Off West Coast States - West Coast Salmon Fisheries - 2016 Management Measures and a Temporary Rule (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 Through this final rule, NMFS establishes fishery management measures for the 2016 ocean salmon fisheries off Washington, Oregon, and California and the 2017 salmon seasons opening earlier than May 1, 2017. The temporary rule for emergency action (emergency rule), under the Magnuson-Stevens Fishery Conservation and Management Act (MSA), implements the 2016 annual management measures for the West Coast ocean salmon fisheries for the area from the U.S./Canada border to Cape Falcon, OR from May 1, 2016, through October 28, 2016. The emergency rule is required because preseason forecast abundance of several stocks of coho from the Washington coast and Puget Sound is below the stock-specific spawning escapement goals (i.e., conservation objective) specified in the Pacific Coast Salmon Fishery Management Plan (FMP) and allocation of coho harvest in the recreational fishery will not be distributed consistent with the FMP in order to limit fishery impacts on these weak coho stocks. The fishery management measures for the area from Cape Falcon, OR, to the U.S./Mexico border are consistent with the FMP and are implemented through a final rule. The emergency rule is required because allocation of coho harvest between recreational and commercial fisheries will not be consistent with the allocation schedule specified in the Pacific Coast Salmon Fishery Management Plan (FMP) in order to limit fishery impacts on Queets and Grays Harbor coho and meet conservation and management objectives. The fishery management measures for the area from Cape Falcon, OR, to the U.S./Mexico border are consistent with the FMP and are implemented through a final rule.
