This book explores the largely neglected issue of responses to the US Strategic Defence Initiative (SDI, or the 'Star Wars' missile defence programme) across NATO. The chapters here explore the reactions of different Western allies to the announcement of the SDI in 1983 and especially the 1985 invitation to participate. While existing studies have explored the origins of the American programme and the role it may have played in ending the Cold War, this volume breaks new ground by considering the impact of the SDI on transatlantic relations in the 1980s. Based on newly available archival sources, this volume re-evaluates the responses of eight NATO member-state governments, as well as the Soviet leadership, to the SDI. In addition to looking at ‘top-down’ governmental reactions, the volume also explores the ‘bottom-up’ response to the SDI of civil society and peace activists on both sides of the Atlantic. The volume examines how the American initiative – derisively named ‘Star Wars’ by its detractors – provoked a crisis in relations with its allies during the final decade of the Cold War and how those tensions within NATO were ultimately resolved. This book will be of much interest to students of Cold War history, strategic studies, foreign policy and international history.

This book examines the interplay between sanctions and nuclear disarmament and non-proliferation. The volume aims to tackle three separate but closely intertwined issues: It aims to revisit the debate on, and deconstruct the concept of, sanctions; to provide a working theoretical framework; to differentiate between positive sanctions (or incentives or carrots) and negative sanctions; to identify the actors who may initiate sanctions (i.e. states, regional, and/or international organizations); to ascertain the legality and legitimacy of such sanctions taking place; to problematize and discuss the utility of sanctions; and so on. It aims to disentangle the concepts of nuclear disarmament and non-proliferation, particularly in light of the most recent geopolitical global shifts on nuclear powers-interplay taking place in the background of the war in Ukraine and rising tensions in Southeast Asia, and so on. Finally, it aims to conjoin the cause-and-effect cases between the application of sanctions, on the one hand, and the decision by states to pursue nuclear disarmament and non-proliferation, on the other. This volume offers a critical historical assessment of the negotiation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and of the origins of the nonproliferation regime. The NPT has been signed by 190 states and was indefinitely extended in 1995, rendering it the most successful arms control treaty in history. Nevertheless, little is known about the motivations and strategic calculi of the various middle and small powers in regard to their ultimate decision to join the treaty despite its discriminatory nature. While the NPT continues to be central to current nonproliferation efforts, its underlying mechanisms remain under-researched. Based on newly declassified archival sources and using previously inaccessible evidence, the contributions in this volume examine the underlying rationales of the specific positions taken by various states during the NPT negotiations. Starting from a critical appraisal of our current knowledge of the genesis of the nonproliferation regime, contributors from diverse national and disciplinary backgrounds focus on both European and non-European states in order to enrich our understanding of how the global nuclear order came into being. Challenging standard interpretations of American dominance and French weakness in postwar Western Europe, Michael Creswell argues that France played a key role in shaping the cold war order. In the decade after the war, the U.S. government's primary objective was to rearm the Federal Republic of Germany within the framework of a European defense force--the European Defense Community. American and French officials differed, however, over the composition of the EDC and the rules governing its organization and use.
