This book explores the creation, development, and impact of the concept of 'good governance'. It argues that, alongside the ideas of the rule of law and democracy, good governance acts as a third conceptual cornerstone of the modern state. Good governance can be viewed as a multilevel concept influenced by regional and international legal developments while being grounded in national administrative law. The book presents six principles of good governance: properness, transparency, participation, effectiveness, accountability, and human rights. Almost all major development institutions today say that promoting good governance is an important part of their agendas. Despite this consensus, 'good governance' is an extremely elusive objective: it means different things to different organizations and to different actors within these organizations. This study provides a review of donor approaches and discusses good governance as a concept. While methodological discussions are often esoteric, the study argues that this one has real world relevance to development policy because donor agencies regularly measure and assess the quality of governance, condition assistance on these measurements, seek to design evidence-based policies, and justify their focus on good governance partly on the basis of claims that better governance promotes economic development. The weakness of the good governance concept calls into question each of these projects. Future work would do well to disaggregate the concept of good governance and refocus attention and analysis on its various disaggregated components, as defined here (e.g., democracy, the rule of law, efficient public management).

In recent years, the developing world has seen a burst of efforts to reduce corruption, increase transparency and accountability, and improve governance. Needless to say, this is an important and encouraging development. The unfortunate absence of such a guide has helped lead to innumerable failed governments or ineffective regimes. This important book aims to fill that void. How to Improve Governance emphasizes the need for an overall analytical framework that can be applied to different countries to help analyze their current situations, identify potential areas for improvement, and assess their relative feasibility and the steps needed to promote them. A country-specific analysis needs to be comprehensive, in the sense that it includes the four concepts of transparency, accountability, governance, and anticorruption throughout the calculus. Without such an analytic framework, any reform attempt is likely to flounder for lack of a shared understanding of the underlying problems and of the feasible reforms. The book gives special emphasis to the potential for civil society groups to play a stronger role in holding governments accountable for their use of public resources, and to the importance of developing politically feasible, prioritized country strategies for reform.
